just yesterday general carter hamm, who led operation odyssey dawn in libya, told the armed services committee that a stalemate in libya where qadhafi remains in power to pose an even greater threat to the world and the libyan world is not in america's interest or in anyone's interest. but in the same hearing yesterday general hamm also conceded that the situation on the ground in libya is -- quote -- "more likely of becoming a stalemate now than when this intervention began." i'm afraid i agree with the general, and i'd like to highlight some of the in us that my colleagues may have missed. yesterday there was an airstrike that unfortunately -- "washington post," "nato's credibility takes a hit in libya. forces loyal to libyan leader moammar qadhafi went back on the offensive as questions continued to mount about the credibility and effectiveness of nato's no-fly zone and campaign airstrikes. a senior u.s. general described the situation in libya as a stalemate while turkey said it was talking to beth sides, working on a road map for a cease-fire. in the meantime, qadhafi is seeking

general hamm, on want to go back to the command structure for operation unified protector. i have a one thing from a nato admiral, a sort of command structure out line and it says that, apparently, lieutenant- general, vice admiral -- i should put my glasses on. i am sorry. we have an italian, a canadian lieutenant general, and they are all reporting to the supreme allied commander of europe. you should have lobbied for a title like that. you see your relationship as the same as this general to general petraeus? we are trying to fit this in. the chairman asked about the relationship and you said that there may be a uniquely american operation where presumably you insert yourself into this chain of command and take u.s. forces and use them for coming in in your example, the pickup of a downed pilot. help me understand what your relationship is to this command structure that i have just described which is a nato command structure. >> it is quite analogous to what you described in afghanistan. the general in his nato role overseeing general petraeus, a nato commander supported

commander of coalition operations in libya, general hamm, testified before the armed services committee just last week. he agreed with that assessment that it was essentially now a stalemate. and i think this is to me the most -- the simplest, the most direct question. if the president's goal was to stop qadhafi from killing libyans, civil yeas and nays rebelling against him and protesting against his tyrannical rule, how in the world do we stop the killing without killing the killer? and that would be moammar qadhafi. how do we stop the killing of civilians until it is our objective to remove him by any means necessary? i think it's also appropriate to inquire as to whether the pottery barn rule applies in libya. colin powell once said, once you break it, you own it, the so-called pottery barn rule. has the administration's focus in libya distracted it from our efforts in iraq and afghanistan? we committed huge amounts of blood and treasure to success in both of those countries and i think congress needs to know and we need to have a fullsome debate about whether this mission in libya
