i support the hamp program. i hope that president obama has a lot of veto ink in his pen, and if the republican bill gets to his desk, it is my hope that he vetoes it, and i respectfully ask the majority if they can have a hearing to bring in hpd directors from across the country, people on the front line working with our government to help people stay in their home. in the city that i represent, the officials that do this every day, the non-for-profits that are committed, and the brainings that voluntarily stepped up to the plate to help said this program works, so instead of just being critical, come up with ways to improve it if you think there is a problem, but to criticize because people didn't get into the program because the criteria was so high, and i agree with the proposal from treasury to keep that criteria in a way that protects taxpayers' money. now, i would like to move on to the t.a.r.p. workout, and i really want to quote from an article that was written recently, october 20th, 2010 in bloomberg,

so i look at the disappointment, the broken promise of the hamp program, and i do agree with you that we can't just abandon the goal of t.a.r.p.. i also can't defend, for those who voted against -- voted for termination of hamp, i can't defend this program because ultimately treasury has had opportunity after opportunity to make meaningful change. why on earth have those services that you just described, what they have done to those homeowners in this program which has been so well documented, how come treasury has not lived up to a different promise it made, the promise it made in november 2009 to impose financial penalties on those servicers were not performing? why are we here two years into the program without a single financial penalty for non-performance under the program? >> and i agree with you. i need to gets to one other thing. the reason i started out the way i did was because you know, we can have all these discussions that we want, but when i go back to my district and that no members on both sides of the hour they go back to their districts, some of them may not see thes

very briefly, i will wrap up with the hamp program.two examples are i think that demonstrate this wall street versus main street bias in those running the t.a.r.p. program. moral hazard. moral hazard is described everything i talked about before about the too big to fail, it's the idea because they know they're going to be bailed out, they're going to take these types of risk in rewarding those who got into trouble in the first place by either not punish, reported by protections, moral hazard. i put it here because while that didn't seem to be an overwhelming concern when shuffling hundreds of billions of dollars into bank of america, c. and aig, boy did that come up. for those lucky few in the hamp program who survived the goblet of service or misconduct in the rules and regulations, we thought that those come in those instances where it's in the best interest of the homeowner and the best interest of the person who owns the mortgage, the investor or owner, that principal reduction should automatically happen. oh, no. moral hazard. we
