hampshire college this weekend after its decision to stop flying the american flag on campus. there was an alleged burning of the american flag on campus. let me start with you, ryan. you are a former navyeal. i'm glad the amount of protests was absolutely amazing, and i hope they continue the pressure. how did you feel when you initially heard this story. >> i'm outraged. to take down the american flag was amazing to me that they would think to do something like that. you look at the leader of the school deciding to take it down. they needed a lead tore stand up and say we are going to keep this up to support what we believe as a nation. the burning of the flag is unacceptable. charles: we have seen actions from the colleges that's people would consider disgraceful. but this feels like it crossed the line. >> i think it's cowardice on the president's part. they said they would forego any flags. but the problem is, this was right before veterans day. veterans were coming to town. the students lowered the flag to half-mast. and then allegedly burned it. he should have had the moral courage to say we are going to fly the american flag and honor our vets for their service. charles: what do

navy had planned to award $24 billion in research and development contracts. but now because of the c.r., it will award only $16 billion in contracts. and in my home state of new hampshire, the c.r. limits the ability of the portsmouth naval shipyard, one of four premier public shipyards in the country, to award contracts for critical infrastructure projects. this can interfere with submarine maintenance schedules which then impacts the readiness of the submarine fleet. and again i think it's important to point out this winds up costing us more. it doesn't save money to have a continuing resolution. that's a whole misunderstanding on the part of some people. it costs more. every senator understands that our failure to pass a full-year appropriations bill for fiscal year 2017 will do serious harm to people in communities all across america. and as i just said, as we've seen in past years, it's going to wind up costing us more money. the constitution vests in congress the profound responsibility to appropriate funds to meet the nation's needs. we have a duty to do so in a timely and responsible manner. i appreciate -- i understand based on news reports that the reason we'
