here, in hampton roads, virginia, and 1,000 miles to the south at key west, florida. ships blockading charleston halfway between the two had to steam about 500 miles north or 500 miles south to get more coal. burning up about half of what they could carry to make the trip. for the long run this would not do. they needed a closer refuge. if a blockade was to become effective. and this led to several efforts to grab sections of the confederate coastline. and the first such effort took place on the carolina capes. the geography of the carolinas made it a natural sanctuary for both blockade runners and armed vessels of the confederacy. the barrier islands offered natural protection to the north carolina sounds. and the several inlets into the sounds offered the confederates sanctuary for their blockade runners, but also a hiding place for privateers and commissioned commerce raiders. ideally suited was this area to this activity it was used both during the american revolution and war of 1812 for much the same purpose. and in fact even before that, in the 18th century, by

the citizens of hampton were unanimously behind it. the only people that were dissenting in terms of wanting to make the national park service have been for those that wanted it to be bigger. we had hearings with the national park service at the convention center over thousands of people signed in. we know we had more than that they got tired of signing in. people thought this was important and it was a once in a lifetime opportunity. and we got bipartisan support. degette three,, to republican, one is a democrat and we also had another member of congress and the localities we had the congressman scott and wittman and randy forbes all in support of this effort and in addition both senators from virginia, senator mark warner helped us lobby and pursue this. we have a republican governor of virginia who was 100% behind this. without his help and the help of the administration, we wouldn't have gotten the designation. former governor tim kaine who's a democrat also helped us so it was getting the bipartisan support from the community that
