here, in hampton roads, virginia, and 1,000 miles to the south at key west, florida. ships blockading charleston halfway between the two had to steam about 500 miles north or 500 miles south to get more coal. burning up about half of what they could carry to make the trip. for the long run this would not do. they needed a closer refuge. if a blockade was to become effective. and this led to several efforts to grab sections of the confederate coastline. and the first such effort took place on the carolina capes. the geography of the carolinas made it a natural sanctuary for both blockade runners and armed vessels of the confederacy. the barrier islands offered natural protection to the north carolina sounds. and the several inlets into the sounds offered the confederates sanctuary for their blockade runners, but also a hiding place for privateers and commissioned commerce raiders. ideally suited was this area to this activity it was used both during the american revolution and war of 1812 for much the same purpose. and in fact even before that, in the 18th century, by

hampton pearson and john harwood join me. which side makes the better case with the nine justices?t two days you have to say the states and independent businesses made a compelling case in terms of reading the justices for, number one, not only striking down the individual mandate but saying, if you, the supreme court decide to do that, then the best solution would be to strike down the entire law because, frankly, it doesn't work. i mean, the mandate is the heart of the law in terms of all of the things that all of the people like and don't like about the law. so if you strike down the entire law, you send it back to congress and in essence give them a clean slate to quickly reinstitute those things that they lack of the whole notion of the a market-based solution, affordable care at lower costs. >> how unpopular is the health care law with the american people? >> ever since it passed in 2010, it has been less popular than popular. if you look at a cnn poll, 50% said that they oppose it and it reflecting the fact that greater intensity is on the conservative side. the key question

hampton joins us live.of the historic arguments was over about the proposed expansion to medicaid, health care for the poor under the affordable health care act. basically 26 states making the argument that it's not only unconstitutional, but it amounts to coercion on the part of the federal government towards the states. well, justice elena kagan and others asking how is a 90% funding of that expansion in medicaid, how in fact does that amount to coercion? the argument and answer from the states, they and argument from e states, they would lose if they chose not to participate in the expansion. all of the medicaid dollars going to existing programs. the federal government arguing that the medicaid program has been a voluntary program that states can opt in and out of. right now medicaid is about a $250 billion program over the next ten years as part of the affordable health care act. you're talking about in excess of $3 trillion. the other major headline of the day, the court taking up the question this mo

hampton? >> day three of the arguments over the affordable care acts centered on the question if the court decides the individual mandate is unconstitutional, better to strike down the mandate or the whole law? the states say kill the entire law because frankly the health care act doesn't work without the promise of lower costs and access to insurance. and the congress, not the supreme court, is the place where a fix should take place. justices kennedy, scalia and alito seem to point out one of the economic consequences of striking down the mandate is a possible loss of $350 million over ten years to the insurance industry. and that was never an intent of congress in passing the act. again, another reason why perhaps the whole thing should go back to congress. the government argued, however, that there are 2700 pages to the law. there's a lot of things in the law that are already in effect and that people like and that congress could very easily move forward with what people like and don't lik

hampton, good morning. >> hello, barbara. as a matter of fact, stocks are in positive territory after that good news on the job market. and the fact that the long-awaited greek debt deal appears to be done. so right now we have the dow at about 42 points, nasdaq up 20. s&p is up 7 points. employers, as you mentioned, adding 227,000 jobs last month and finishing three of the best months for hiring since the recession began. unemployment rate began unchanged at 8.3% as workers began streaming back into the labor force and hiring was spread across a range of industries including manufacturing and mining and professional services like accounting. greece said earlier today that most of its private creditors have, in fact, agreed to swap their bonds for new ones worth far less. the deal clears the way for fresh bailout from greece's neighbors to fears of greek default weighed on the market for two years. today the commerce department is telling us the u.s. trade deficit surged in january and to its widest imbalance in more than thr

president of the league of women voters of south hampton roads, virginia. i have one comment and one question. for the woman from maryland who assistant doesn't have any particular needs related to maryland, please come to virginia. we are in one hell of a mess. secondly, with the league of women voters, we especially want to focus on voter suppression. and do you have any specifics for us that would be helpful? >> a couple of things. unfortunately, there are so many choices. to get active. and i think naacp has done so much work on this. both on their own website, in other arenas in identifying which states are experiencing voter suppression laws now. the opposition thinks we're going to be asleep in 2013. so we think 2012 is bad. just wait until 2013. so what i would encourage you to do is, you know, google voter is up regulation or naacp voter suppression. look in the states, and in many states they're starting to ramp up campaigns. or the local naacp chapters may start doing some activities. but there are a number of organizations starting to do those.
