virginia is recognized for 2 1/2 minutes. mr. scott: i rise in support of the national defense authorization act for fiscal year 2017. i have the honor of representing the hampton roads area of virginia. the heart of our nation's shipbuilding industrial base. i want to underscore my support for the shipbuilding and ship maintenance provisions in the bill. including the language urging the secretary of the navy to speed up the procurement schedule for aircraft carriers to ensure our carrier fleet does not again be reduced to just 10 carriers. these provision also not only significantly benefit my region, but will be critical to our nation's security. i want to particularly commend my colleague from virginia, the chair of the sea power subcommittee, mr. forbes, and the ranking member of that subcommittee, mr. courtney, for their hard work on the shipbuilding aspects of the bill. as ranking member of the committee on work force -- education and work force, i'm pleased to see that the final conference report eliminated three matters of grave concern that would have adversely affected working conditions for shipyard workers and employees of government contractors. t

hampton was based on making a concerted effort to represent what happened in august of 1831 means the sources about the revolt, especially the letters i have referred to, and the trials and petitions the virginia library has just this month crowd sourced to put online, means the evidence about the revolt is among the most remarkable caches we have in terms of sources on slavery. for so many sources the rhetorical agenda of the authors ultimately makes the sources less useful to a historian. will sit andholder say the slaves all love slavery. that is not very helpful. abolitionist will say slavery is awful. goal that isave a not so helpful. here is exactly the rhetorical agenda where one author saw a sacred duty to my country to properly represent what happened means we have a series of that ible useful sources think historians have not taken advantage of and cap as -- tapped as they should. let me tell you some stories about what the sources reveal. let me tell you a couple of vignettes focusing on people who were caught up in the revolt. i will begin with hubbard's story. when the rebels arrived at catherine whitehead's plantation on the morning of monday, august 22, 1831, they cut the family

there is a southside virginia which is up against the border of north carolina, to districts and then there is a lower hamptond and an upper hampton roads in each of those pockets really don't impact the other so yes i agree with you in general as far as redistricting around the richmond area but if you recall in the hubble case which this court heard last term , we dealt with a similar district bobby scott congressional district which had been racially gerrymandered by the same legislature and when they did they redistricting they only dealt with the two neighboring district, that district and the district next to a binder standard point and it's a fair one and that since remand would not be an unreasonable step to apply. >> just so i can understand your sense of the relative sense of your argument if we did remand say this is the wrong standard vilify the right standard and that was done fairly where you think you would have to change this feel? ready think there would be a question and where do you think the same result would probably remain? >> there would be new results everywhere but to answer your ques
