funde coronavirus relief says you can only spend money for new programs, that is going to handcuff even state governments who have been doing a very good job about being fiscally conservative. here in north carolina, coming into the situation, we had about a $3 billion cushion. 24 -- a sizable cushion because of rainy day reserves. mess, we hadis about $3 billion on hand as a cushion to deal with any unexpected emergencies, including a pandemic. revenue is the tax coming in shorter and shorter of goals, we are seeing that cushion go away. basically, what the coronavirus relief fund is telling our state government, you can spend this money, each state gets more than $1 billion, you can only use this money for new programs. that is a bad incentive for state governments because it is in ag go ahead and spend way that might not be sustainable in the future. a letter that 27 groups in 25 states have signed onto says this will lead to state budgetary gluttony. it is telling lawmakers, here is money, spend it on new programs. we would hope that many of them would say we can spend some of this
