i'm here to provide a summary of our report we completed for supervisor haney.were asked to assess and report on the policing on the costs to the city's approach to minimize the existence of drug dealing in the tenderloin and south of the market area. and we were asked to report on the related arrests, prosecutions, and diversion programs. i'll just start out with the findings of our analysis. we found that the city's efforts to assess open-air drug dealing are dispersed across various city departments, 3-1-1 i, and theres no coordinated strategic plan across those departments. we collected the costs across these departments, and conservatively we estimate the cost in 17/18, was $12,159,713. that is basically were police officers are on their normal beats or responding to calls for service. and it does not include long-term incarceration costs. and we did not include all of the behavioral costs and drug costs. public safety is a leading concern among san francisco residents. the controller's office conducted a survey in 2017, and public safety was the fifth most

special thanks to mayor breed for your remarks and supervisors peskin and haney for being here. we are here today to celebrate the completion of the polk street improvement project, and there are some wonderful things to celebrate for an alley in front of us, that is a great example of what the city can do to make our streets and alleyways more human scale. we have great new pavements, there are sewer lines, so many wonderful things that are the result of this project. i do want to call out that from a bicycle safety perspective, i'm not sure we are 100% complete and what we need on polk street. with only like a part of the project containing fully protected bike lanes, this project, whether it was three years or eight years to go, when it was approved, it doesn't quite meet the standards that we have established today or protection and safety for people who bike on our vision zero high injury cora doris. the streets where we know people are getting injured and killed. we are at this this point because polk street the project we are celebrating today, is the result of a process

president, supervisor haney as well. >> great. this week is national public safety dispatchers week in san francisco which honors the great work 9-1-1 dispatchers donation wide. san francisco has more than 160 dispatchers working at our department of emergency management. as we all know, they are hon the job, 24/7 answering calls to 9-1-1, coordinating the police officers, sheriff department and deputies, firefighters, paramedics to respond. today i'm pleased to be joined by supervisor matt haeaney and o honor individuals for their outstanding performances as san francisco's 9-1-1 dispatch supervisor of the year and 9-1-1 dispatcher of the year. so our first honoree is joanne d donahue. she is a third-generation san franciscan growing up in the sunset and attended mercy high school. her father was a san francisco firefighter and her grandfather was a san francisco police officer. public service is in her blood. she is responsible for managing support and training on the duties of 9-1-1 dispatchers. however, joanne often goes the e

[applause]. >> well, let's see if i can get this up here. is everybody excited about polk street? okay great. this is an impressive turnout, especially in the rain. i want to thank the community. this is a multiyear effort that has been a really alleged by the neighbors and push for by the neighbors. we are tremendous partners in the city. the polk street is one of the premier commercial and residential corridors in our city. finally you will have a streetscape that matches the dynamic nature of this corridor, the people who work here. the many uses that we know. i want to give a huge shout out to the kids from reading elementary. thank you for hosting us and having us here in your hood. they are what this is all about. seniors being able to walk down and use this street in a safe way, in a way that really activates. i tell everybody about the alley right now. what people say we have challenges with the alley, they look over here. this is the model for what we can do for all of our c
