i'm here to provide a summary of our report we completed for supervisor haney.were asked to assess and report on the policing on the costs to the city's approach to minimize the existence of drug dealing in the tenderloin and south of the market area. and we were asked to report on the related arrests, prosecutions, and diversion programs. i'll just start out with the findings of our analysis. we found that the city's efforts to assess open-air drug dealing are dispersed across various city departments, 3-1-1 i, and theres no coordinated strategic plan across those departments. we collected the costs across these departments, and conservatively we estimate the cost in 17/18, was $12,159,713. that is basically were police officers are on their normal beats or responding to calls for service. and it does not include long-term incarceration costs. and we did not include all of the behavioral costs and drug costs. public safety is a leading concern among san francisco residents. the controller's office conducted a survey in 2017, and public safety was the fifth most

thank you for this resolution supervisor haney. i'm rebecca young of the san francisco public defenders office. we know that san francisco has long tradition of renaming streets after individuals who have left a lasting impact on the community whether it be through the arts, through music, through literature, poetry and social justice. we have army street, vast street that covers miles that was renamed to cesar chavez streets. than must have impacted thousand of people. the issue wasn't what's in it for me to rename this to cesar chavez street. the issue is are we honoring a man who's legacy deserves to be honored? jeff adachi is a man who led by example and because of that, you heard all the previous speakers talk about his fight for racial and social justice, he mentored generations of lawyers to be advocates in his model. he created the strongest public defender office in the country that is used as an example all across the country. he died on february 22nd. not a week goes by that we don't receive notice of another memorial ho

thank you commissioner haney for raising the question. this is perfect in terms of what i am going to say. this item is really a resolution to support the expedited delivery of the projects. i feel like a broken record at times, except for the fact that last week when i spoke at the board of supervisors, introducing the resolution to aggressively daylight intersections, that at that meeting, we talked about 12 people who had been killed on our street, and now within a week, we're up to 13, another senior was hit and killed while walking in an intersection that's part of the high injury network. 13 people killed in the first five months of the year, and if our stats remain constant as they have in the past, 500 people will be severely injured by the end of the year. this is a crisis and we must do everything in our power to stop these injuries and fatalities, which are 100% preventable. we must support investments and engineering, education, and enforcement. we want to support s.f.m.t.a. as the implementing target to fast track safety proj

street, which is a possible renaming issue under consideration by our district six supervisor matt haney who wants to change the name of this street to jeff idochi way. and in oakland, we have an historical commission within the planning department that says you have to get approval for that and this approval has never happened with this street name. edward gilbert was in the hall of fame. he was the man whose name was the reason why our street was named gilbert street. so, it is a very old and historic neighborhood where we live and work. it has residential buildings in front of the hall of justice and it was named after edward gilbert who was a pioneer in the hall of fame and one of the original congressmen in san francisco. voted by a total majority except for six votes. he was a democrat who fought for immigration, marginalized and the disenfranchised and his legacy dates all the way back to the gold rush. we want to keep his name on the street. many of the original photographs of san francisco were published in this newspaper. i've lived on gilbert street for 43 years and witnessed

we heard supervisor haney's ordinance in the rcd. they proposed to make all arts and activists and nighttime entertainment as permitted uses in the historic buildings in the zoning district. the ordinance was heard on february 6th, and the planning commission on february 21st. both commissioners recommended approval with modifications. the modifications is one, allowing arts activities throughout the direct. and permitting nighttime entertainment uses within the r.c. d. within the historic buildings, and require a preservation, rehabilitation and maintenance plan for buildings with those uses with the fulsom street and r.c.d. districts. on march 5th, supervisor haney introduced an ordinance. and public comments centered around for not requiring ruling -- supervisor peskin noted he was in favor of the commission, for uses like nighttime entertainment near residentially-zoned areas. supervisor haney then moved to continue the hearing until june 3rd. there were two introductions of note. supervisor haney introduced an ordinance that wou

equitable assessment methodology that is based on the community benefit district in supervisor matt haney's be strict based on benefit point. so you can assume that as various land use ties residential properties, condominium properties and public properties, that they would assume various benefit points and those are directly related to the aesthetic, the cleanliness of the sidewalks, safety services that we provide and also the economic benefits to that. this is our proposed budget for our third renewal starting june 1, 2019. basbased on that extensive surv, we heard from that our businesses and our stakeholders, that they would want to see more cleaning, more safety services and certainly this budget reflects that at 74% of our budget dedicated towards cleaning and safety services. about 12% will be dedicated to public realm improvements, marketing events and advocacy and then, of course 14% for management and expenses. as i mentioned, our district will be divided between two zones of services. as you can see zone one will be investing in additional cleaning and safety services per day a

i am looking at supervisor haney. there are a dozen of us that had a blast biking together starting at 20 persons. we went through golden gate park and the 20th avenue neighbor wood and golden gate park. along the wiggle and the protected market street. i want to thank those who helped us make it up the hill this morning. it is the first time i have biked beyond 19th avenue. like a lot of west side residents, my family has been doing bicycling as an occasional recreational activity in the neighborhood to places like golden gate place. it is a recreation activity for my family. it is more for the people in our city. the most effective way to welcome more people to bikes is to create more protected bike lanes. our city has shown we can get protected bike lanes and other vision zero improvements on the ground quickly. i support more lanes so we can have a connected network of bike lanes in san francisco to keep people safe. thank you to the bike coalition and the dedicated advocates for biking and safe streets. for all o
