david: i want to go to hank, because hank is a man of his convictions. not only believes in growth but believes in energy stocks, in particular exxon which will be reporting soon and reporting friday or monday. schlumberger, are you at all concerned when you see oil drop as it did today about these picks? >> concerned only from a near-term aspect. look, we've seen these cycles before where we've had large declines in oil prices, eventually oil will resume an upward trend. what we do know is the higher quality companies like an exxon, like schlumberger, offer excellent value here and above average dividend yield. schlumberger, for example, just increased their dividend 20%. there is no tangible better vote of confidence than a dividend increase. exxon increases its dividend every single year. so you're getting better yield than a 30-year treasury today in these stocks and many other stocks i might add. so you might be early but i think it is a good entry point for long-term investors. david: particularly when you look at schlumberger, it is down 4 1/2% to

hank silverberg is live outside with more on what we know tonight. hank? >> reporter: well there were 13 members of congress involved in a meeting with the ntsb today to talk about this and also members of the metro board there and when the members of congress in virginia and maryland and d.c. came out they seem to have one theme that is some of the things that went wrong on january 1 should have and could have already been fixed. chief among them is the ventilation system which ntsb chairman christopher hart says had an anomaly in the tunnel ventilation shaft when the third rail sparked sending smoke into the train as hundreds of passengers gasp for air. >> we have tested the ventilation system and noted anomalies that will require further testing. >> that ventilation system and trouble with communications are now a big part of the investigation. >> the only two reassuring things that came out of the meeting was that the interoperability between the district of columbia and the metro first responders is now looking and second, a ventilation system that br

hank silverberg joins us from l'enfant plaza station where the incident happened. hank, what does that report say? >> reporter: it highlighted again the problem with the radios. d.c. firefighters having sporadic service as they tried to rush into the tunnel to rescue passengers. >> please stay calm. >> reporter: as the train filled with smoke, firefighters struggled to communicate with the metro control have to see if the deadly third rail which supplies the system with power had been turned off, but d.c. director of homeland security who helped write the report tomorrow us on the phone that the communication problem did not significantly delay response times. >> everything that we have gone through on this and the information that we have, this is not a problem with encryption. it's a problem with being able to repeat any radio signal. >> reporter: when firefighters got to the train, they asked passengers to open the doors to let them in, something the passengers were not able to do. the report issued tonight by d.c. department of homeland security says the doors

hank silverberg joins us now live from fairfax county. we are learning a lot more than we every knew before about this shooting tonight. >> reporter: we are -- we ever knew before about this shooting tonight. >> reporter: we are. the chief under a court order released the name of the police officer today. he is adam torres, an eight year veteran of the fairfax county police force and he apparently fired one shot that killed john geer on august 29th of 2013. we're also told that one of the reasons the police hesitated to go in after geer was shot was because they knew he had weapons and when they got inside, they did find eight weapons including one handgun that was loaded and holstered. we're not learning a lot about other circumstances of this like why it took so long to release his name and what may be in his background as part of the investigation. the chairman of the fairfax county board of supervisors indicates yes, it was not good that it took so long. >> this is a unique investigation. this is a unique situation and our board and i

hank? >> reporter: that's right. it's going on right now behind closed doors with members of the delegation from virginia. they have very specific questions as do we all about what happened on january 12 in that incident in that metro tunnel that put smoke in that car and injured dozens of other people. they are being briefed by the national transportation safety board. they will also get a briefing themselves. we have talked hard about that at 7:00. i can tell you that some of the major questions that still have to be answered, they were there, what caused that problem in that first place. what caused the spark that produced that smoke. and that once they filled up the car, how did metro respond? why wasn't the third rail turned off? were they delayed in getting to the cab? an issue with the radio? all those questions are being looked at by the ntsb. it's not clear if they would get there this afternoon or o not, but we'll find out more. reporting live, hank silverburg, wusa9 news. >> easy to hear what they would ha

hank silverberg joins us live from the fairfax county courthouse with some reaction from today's news. >> reporter: we are talking about john geer who was shot by police in 2013 during a standoff. in that statement released today some new information that he was apparently shot when he briefly lowered his arms during negotiations with police. we now know the name of the officer who shot him. >> it changes nothing. we're at the point we should have been 17 months ago. >> reporter: that's mike curtis from the watchdog group called justice for john geer. he says the one page statement from fairfax county police chief roessler did not say much. >> it said they produced the gun and they never said anything about that before then, before now. >> reporter: the police officer who pulled the trigger is adam torres, an eight year veteran of the force who has been on administrative duty since the shooting. the statement said police found eight guns inside geer's house including one on a nearby landing after geer was shot with one bullet as he stand with his hands up in the doorway. fairfax count

. >> reporter: this is hank silverberg in college park where an early morning shootout has left >>> newy began with violence in prince george's county where a man inly 20s was found dead on -- in his 20s was found dead on the top of a parking garage in college park on milestone way near baltimore avenue north of the beltway and hank silverberg joins us now. you're hearing this could have been a shootout? >> reporter: yes, that shootout took place on the fifth floor of a parking garage here at the camden apartments in college park. when it was over, 22-year-old stefon powell of district heights was dead. two men opened fire on each other sometime after 2 a.m. one of them was killed, his gun still at the scene. a nearby car was riddled with bullets a short distance from the victim's car. by the time the police arrived both cars were taken away by police. it's not clear what it was all about and the suspect is still on the loose. residents say it's just the latest in a series of crimes in the last few months. >> there's actually bullet holes in the cvs that we go to. we're not in the safes
