so i had to go to work on that very hard. we knew that it was going to take months and months of discussions, but we approached it in a way learning from what had happened last year in proposition b, as you recall, it was a proposition that mr. adachi had proposed. it went to the november ballot and got defeated in a very sound way. as a city employee for 21 years, i observed very closely what happened, and he, of course, and bird so many san francisco employees -- angered so many send francisco employees. janitors, street cleaners, fire, police -- they all in very large voices resoundingly helped to defeat the proposal because they felt it was done in a way in which they were never included in that discussion. it was their lives, their pension that they feel that they earned in the city that they love, so they asked us, that they were willing to cut and support a pension reform that would increase their contributions, if it was done the right way. we asked what the right way is, and they said the right way was to include all

harding's body was self inflicted.eporter: san francisco police commander mike beall delivered the stunning news. the 19-year-old kenneth harding was not killed by officers as originally thought. instead investigators say he shot and killed himself. >> the investigation is still ongoing as to whether or not this is accidental or intentional act. >>reporter: police say officers fired at harding after he shot at them first while running away during a muni fare inspection. one bullet went through his leg. the other entered his neck and lodged in his head. investigators believe it was that bullet that was first by harding and the one that killed him. sf pd even provided a photo of the bullet recovered from harding head. and another one found in his jacket pocket. breathe 380 caliber bullet. sf pd uses 40 caliber ammunition. >> i can say that the bullet is a 380 slash 9mm. caliber and is not consistent with the department issue duty ammunition. furthermore, the bullet could in the have been fired from any department issued

harding ran and started firing his gun at officers.t one of the officers shot back, hit harding. as you can see in the cell phone video after the shooting harding is laying on the ground while an angry crowd surrounds police and started yelling at them. he ended up dying later at the hospital. harding was on parole and wanted for questioning in a shooting death of a young woman in seattle. there's been anger. over the weekend a young group of people apparently attacked a couple muni bus drivers by throwing objects at them slightly injuring one of them. so again, a community meeting called tonight by san francisco police. san francisco supervisor will be there at 6:00 at the bayview opera house not far from the actual site of the shooting itself. reporting live in san francisco, bob redell, "today in the bay." >> no doubt tonight's meeting is going to attract quite a crowd. okay. thanks, bob. >>> also this morning san francisco police say gunpowder residue on harding's right hand proves he fired at officers before he was killed. this vi

harding has an extensive criminal record in washington state. according to court documents from seattle, harding forced a 14-year-old girl from a seattle street in january 2010 and drove her to an area where he commanded her to get out and sell her body. when the girl refused, harding showed her a wad of cash and described it as ho money. the girl insisted she was not a prostitute. harding then threw her belongings out of his car and drove off leaving her in an unfamiliar area according to the police report. >> you don't shoot a dog like that! >> reporter: at a protest in the bayview, some demonstrators told me the suspect's criminal history is not important. >> child rape, promotion of prostitution. >> did they know all that before they shot him? >> robberies. >> is that something to shoot him about or did they know all of that? no. every time they kill somebody, the first thing they do is to demonize them. they got to demonize them! >> reporter: so a great deal of anger in the bayview district. in fact, the police department and city leaders w

the coroners office now identifying him as kenneth harding. ktvu christian kafton is live on the shooting harding is connected to hundreds of miles away. >> reporter: a memorial out here is growing in the bay view district in the last hour we have seen a woman come by and light the candles. if you take a look over here we will swing around and show you a quick tour of where all of this occurred. this plaza over here is the plaza that san francisco police say harding was running through during a running gun battle. it started on the muni platform over there on third street. overnight ktvu learned that harding was wanted in connection and questioning for a washington state homicide of a 19-year-old woman named tania gilbert and she was shot and killed last wednesday in south seattle. three others were injured in that ambush style shooting. it was said that she was pregnant but the coroner says she was not pregnant. police say harding is the man seen on the ground in a you tube video that was forwarded to ktvu this weekend. san francisco police 5

. >> reporter: giving the new evidence, police now believe harding harding somehow shot himself in the head with his .380 handgun. maybe it was a suicide or an accidental shooting in the chaos of a gun battle. according to these photos that police showed reporters, a .380 budget is shown on the left. it is noticeably smaller than the police-issued .40-caliber bullets as shown on the right. again, police belief harding was armed with a .380 and that's the one that killed him. in fact, police believe this gun seen in a youtube video saturday was harding's weapon. but now they are saying the gun has not been recovered. see this guy in the grade hoodie? police believe he took the gun. he has not yet been found. police are looking for him and they are now offering a $1,000 reward for the return of harding's weapon. police did recover another weapon, a .45 this week friend a parolee but now they do not believe the .45 was the suspect's gun. so the new evidence came in and it's confusion. one of the sources of confusion is police have said that witnesses told them that harding was firing at p

. >> reporter: he was acknowledging there was no hard evidence, no confession, no eyewitnesss. it was months before searchers finally found little caylee's body tossed in the woods near the anthony home. that delay hurt their case. >> especially a case like this, which is the proof, with no smoking gun, and a tiny victim who was reduced by the elements and skeletal remains, those remains lacking in any chemical evidence that could be brought forward. this was a dry bones case. very, very difficult to prove. >> reporter: prosecutors say little caylee was suffocated with duct tape by her hard-partying mother who wanted to be free, while the defense said it was a tragic accidental drowning, but after nearly three years, we still don't know what really happened. >> while we're happy for casey, there are no winners in this case. caylee has passed on far, far too soon. >> casey anthony will be sentenced on thursday. meantime, the verdict is shocking end to the murder trial that spanned three years. the defense attorney had this to say about the controversial decision. >> you cannot d
