harkin did not make it to the nomination, but there was not much of a caucus campaign because of that. they'd are, in 2008, when -- later, in 2008, when iowa's governor ran, he was inundated with other candidates in iowa and dropped out early. that iowa courtesy happened only once, and probably never will again. iowa has become not really a rocket to the white house for presidential candidates. it is more known for winnowing the field. the old adage was, there is three tickets out of iowa -- first class, and standby. first-class, coach, and standby. you have to do well in iowa to have a good chance of making it to the nomination. three, first four places, depending how many candidates there are. typically, candidates who do not do well in iowa have dropped out . at least one or two candidates have dropped out after iowa. iowa is also a place, historically, where the establishment favorite or the national front runner often gets a little air let out of him. as you have a situation, again, where you have activists who are either more liberal or conservative than the party, generally spe

harkin: mr. president, i come before the senate today to call again for the ratification of the united nations convention on the rights of persons with disabilities. now, again, a little history. as you know, we passed the americans with disabilities act here in 1990. it was signed into law by president george herbert walker bush 24 years ago last saturday. of course that changed the face of america. anywhere walk you see ramps and curb cuts and automatic door openers and accessible bathrooms and education, kids integrated into schools under the idea and the a.d.a. it did change accessibility and also opportunity in the workplace, for example, for people with disabilities. some years after the americans with disabilities act was passed, the united nations set up a committee to to study whether or not there should be a treaty, an international convention on the rights of people with disabilities. that committee drafted it after consultation with us here in the senate and looking at the a.d.a., in

harkin-miller.is composed of three incremental increases of 95 cents an hour in 2014, 2015 and 2016 so that minimum wage in 2016 will stand at $10.10 per hour. now, as far as i can see, this is a very modest increase in the minimum wage. in fact, this is -- we've seen this graph or this chart before. if the minimum wage had been indexed to productivity, it would be $18.67 an hour. this would take us up to $10.10 an hour which is not even close to where it would be if it had been indexed to productivity. also if you notice in 1968 full-time work at the minimum wage would barely get a poverty, a family of size three out of poverty, and that's where we would be in 2016 as well. so it is just kind of a modest increase. harkin-miller won't just affect part-time, teenaged workers from after prudent family -- affluent families either. many of the affected are over 30, are parents from low income families. and they're well along in their careers. so this proposal would affect mail and female -- male and fem
