harkin: mr. president, i, too, want to spend just a couple of moments reflecting upon my long friendship and association with senator carl levin from michigan. much has been said here about carl, the person and the senator. let me just say this -- i don't know of anyone in this body who has exhibited more of an intellectual honesty, a calm demeanor, a sense of fierce loyalty and perseverance. i don't know anyone who exhibits those qualities more than carl levin. carl embodies the best of what i think it means to be both a citizen and a united states senator. barbara and carl and ruth and i have enjoyed many meals together over the years, great conversations about everything, and i just want to say to my friend carl, i hope that michigan and iowa are not so far apart that we can't continue to get together in the future, and i will say, carl, right now i hope that -- i hope that you don't hold it against me for all of the times that the hawkeyes will beat the wolverines in the future. don't let tha
