poppy harlow is off today. the president is signing an $8.3 billion coronavirus spending bill, earlier passed by bipartisan majorities in congress. as he did, he explained why the white house scrapped his trip to the cdc today. >> they thought there was a problem at cdc, somebody had the virus. it turned out negative, so we're seeing if we can do it, but yesterday afternoon we were informed that there may be a person with symptoms with the virus, and they now find out that that was negative test. they tested the person very fully and it was a negative test. so i may be going, we're going to see if they can turn it around. >> the presidesident and his administration are facing criticism over their preparations, shortage of test kits, submit a growing number of cases nationwide. the numbers now stands at 230 cases in 20 states here in the u.s. the concern is as you test millions of people that that number, the experts say certainly will rise. let's go live to the white house, cnn white house correspondent john ha
