we are really glad that general manager harrington decided to stay on until september so we can make sure and wrap this up because it will give us all more time to get everything nailed down. i would also say i think maybe staff might have misunderstood that even though there has been a delay in deliverables, the advocates would still like regular meeting so that we can get some information from local power at least by phone. so that we can communicate in general about the whole program. we would ask that we go ahead and schedule meetings even if the deliverable is not there so we can hash things out and get the advocates point of view across. commissioner shmeltzer: are you authorized to speak for local power? >> from my contract with local power, i have a different view. i agree that it is a concern that we have had a three-month delay. the thing i really want to get to is the general manager harrington and the puc commissioners have been really strong on cleanpowersf. we finally got a strong local bailout component integrated into this program -- billed out component integrated in

kyle harrington is the founder and rt partner -- and partner of harrington. seven and a quarter billion dollars. what are they admitting to having done? >> here is the deal. it is swiped fees and inter exchange fees that these credit card companies charge the per chapt and then it gets passed on ultimately to the consumer. what i think this does, this settlement and the legal discussion is it shifts the competitive balance from the visas and the master cards of the world to the merchant and to hopefully the consumer. this is a two-pronged approach. the merchants look as if they are going to win here meaning the small business owner. that's a good thing. they will be able to be charged less for the consumer using the visa or mastercard. but what i want to make sure happens in this settlement, and this just happened i think late yesterday. what i would like to see happen is if the merchant is charged less by visa and mastercard, i want those expenses passed down -- i want the consumer to also be charged less as well. >> there is a part of the agreement that wou

>> on this program, we will speak with anne harrington of the national nuclear security administration, and laura holgate of the national security council about the recent nuclear security summit in seoul, korea, and the ways in which the world manages safety and security of nuclear weapons and materials. >> laura, thank you for joining us. >> great to be with you. >> we are trying to let folks know what happened at this big nuclear security summit that was just in seoul, korea. how do you assess what happened there? >> i thought it was a really great moment of coming together of 58 global leaders looking at the various issues of nuclear security. this was a concept invented by president obama in his speech in product in 2009. the first was held in the u.s. in 2010. two years later, we have gathered even more leaders together to focus on the seriousness of the risk of terrorism, the vulnerability of nuclear material are on the world, the international cooperation it will take to secure that material and prevent it from coming into that hands of terrorists. >> so it is material as well
