[applause] >> thank you, jaemtions, brian, zel da, for giving me all the credit for all l work you've done. for all to make it happen. >> mr. fil--? >> david fil >> it's a hard act to follow. my thoughts having followed this commission since i was a small person and mae pub comment on for nor than 25 year, i'll remember one. earliest times when i dealt with ed, and the finance bureau says at 425 mason, didn't of the internet yet, i'd show up late on fry, look be for the commission pact. waiter for thing to available, reading it over the weekend, andy and others were part of that at the time. but, throughout the entire career, both here, twice, and as city controller, he's always asked the right questions. and always been concerned about the rate pairs and tax payer, managing projects well, doing all the things we want out of government. in this era when people don't believe that and have other agendas, i 8 refreshing to know that ed has been here for that period of time, and look to h

harrington is retiring on thursday. you know, frankly, to me, it seems like for this specific issue, because the opt-out-opt-in issue has been at heart of so much of the public debate about this that it seems to me that we should figure out if it is feasible. and if it it is feasible, maybe it's not, maybe it is, maybe this language here is the right language, or maybe it can be flushed out in a different way that addresses some of those concerns. it makes me uncomfortable that we, as a board, are voting on whether to have this, which is a significant thing, based on this sort of somewhat seat of the pants discussion. and so, colleagues, i know this is probably not -- i have no idea -- maybe i'll -- be the only vote for this but i think we should continue this one week so that issue can be worked out definitively. because i just don't think we're in a position to address that in a thoughtful way right now, based on the discussion we've had so far. and that's just my honest and candid take on this particular, very centra

and, colleagues, and also want to echo support and thanks to ed harrington. i think he's done an amazing job. i know we will talk about you later but done an amazing job at the puc. you know, when i first heard of cca a number of years ago before being on the board of supervisors, and the notion of creating greener, cheaper energy, that also creates local jobs, you know, who wouldn't support that idea. and i believe, as much as anyone in building our green economy here in san francisco, and doing what we can to make that a reality. and, you know, as i mentioned to mr. harrington, have expressed to him, i realize the constaint he's been under and puc has been under through state law and otherwise in what they can create. as was talked about in committee last week, the initial goals of the board of supervisors passed a number of years ago before cca were simply unattainable. i want to echo comments that i support the -- of cca but there are a number of issues that i have with the current form of the proposal. i think first and foremost is what came out of and i

harrington and mr. campbell and now if you can call item five. >> item five is execute -- executive director report. >> jason is going to talk. >> the san francisco lafco has been approached by other bay area lafcos to be the host city for upcoming staff workshop. every year the association rotates around through the different regions and do the staff and commissioners workshop. in april 2014 the coastal region which is the one san francisco is in is host to do the staff workshop and the other bay area lafcos asked if we can host the conference and he day and usually in april. dates are to be determined and i am giving information about it and seeing if this body would be interested in accepting the host. in discussion with the other lafcos they recognize they will join in and normally they put it on and to put it together. in this case several of the groups will get together. generally they get 75 to a hundred staff to come in as part of the conversation. san francisco ourselves we are responsible for

but i want to end by thanking ed harrington for his wonderful years. and i know that he is trying to complete as many things as possible for his last month on the job here. and i know that he feels comfortable in having left, leaving the city in good hands and in the good processes that we have had. he has got a wonderful foundation for having completed all of these projects. and then, we are off with mr. kelley's leadership as we start talking about the waste water system and what we need to do with red pairs, and i know that mike and todd are eager to work as a team. i'm with them on that. and to then, reeducate our public, our rate payers about what is next on the agenda. what do we have to take care of to make sure that our future is safe and our infrastructure is safe as well. so i am glad to be here and i am glad to celebrate this with our puc and all of the friends that they have. i am glad to be creating more jobs with our contractors and then putting everybody together and making sure that they know that our infrastructure is safe and we will
