but, the town of harris, iowa, needs a new sewer system. yesterday, the board of supervisors agreed to designate two-million dollars in tax increment financininto the prprect. that's not sitting well with some. ktiv's tommie clark has more. << according to the mayor, the town of harris, iowa's sewer system is in need of repairs and the town needs to fix the issue by 2017. "we could have just put a band-aid on this problem, but the dnr is at the point now to where they'll start t ning us d you know we have 170 people in our city so we don't have the budget, we don't have the debt-ceiling like bigger cities do to take on something like this," said harris mayor, greg spaethe. the plan involves re- aligning all sewer lines in second phase wililbe reconstrtrting the lagoon. in order to fund the project, the town has applied for loans and grants but that's not enough to pay for the project. they've applied d the osceola county supervisors for tax increment financing. the board decided on tuesday, the tif money from wind turbine funds would be put

the money is coming from a wind farm near harris iowa. this will allow them to borrow against the projected revenue of the existing project for what ever the city of harris needs. the projected revenue for the turbines is more than 170 thousand dollars a year.
