guest: dennis owens from abc 27 in harrisburg. he will be one of the moderators as well as lisa sylvester, and anchor at wpxi. they are going to be sharing duties. i have not spoke directly about the expectations but i would imagine that based on what they have been saying the entire time, the sissy chance for the mehmet oz campaign to -- this is the chance for the mehmet oz campaign to make points. another point of contention is mehmet oz has come out and hammered john fetterman for skipping debates. i think oz has committed seven other debates but federman declined. this is mehmet oz's only chance to be out in front of voters on a statewide basis and make his case and get points in this race. again, going back to john fetterman, this is his chance. to show voters that he is more than capable of handling the job. host: you mentioned this being the only debate. there will not be any debates in the closely watched gubernatorial pennsylvania. why is that? guest: they simply have not been able to come to any agreements. doug mastro 9

pockets in small urban areas like the valley, wyoming valley, harrisburg, they are democrats. but you have a lot of rural areas and townships across the state. one of the country's largest rural populations in pennsylvania. we often think of it as an urban state with philadelphia and pittsburgh. that makes for those pockets that sharon described where it is overwhelmingly red. >> the opinion of president joe biden. at the time you took this it was a 43% approval rating. how much is president biden a part of this cycle? >> very much a part of the cycle. those numbers are consistent with his numbers here. looking a lot like his national numbers in the low to mid 40's. and we call them midterms for a reason. it is mid presidential terms that are being -- those elections are being held. we think of midterms as a referendum on the president's party. there is a basin historically the president's party has suffered -- a reason historically the president's party has suffered. in american politics and our dna where we often move away from what we did a last election to some degree. the

cnn's jeff zeleny is in harrisburg where the debate is happening. jeff, what should people expect to see tonight? >> reporter: well, victor, i think people can expect to see fireworks as we've seen in debates across the country. more interestingly this has a unique element to it and that is because of john fetterman. of course he's the lieutenant governor of pennsylvania but he's been recovering from a stroke for the last several months. so this debate tonight is going to be slightly different. it's going to have a closed captioning system. john fetterman is still having auditor processing issues. he can't always hear and see things in realtime so he'll be using closed captions as many americans do when they watch their television programs. but those words are going to be on a screen. the tv viewer at home will be able to see all of this so there are going to be two pretty large monitors on the stage with the two candidates. so all that of course sets the backdrop to answer this question. is john fetterman healthy enough to be a u.s. senator? his do

jessica dean is on the trail in harrisburg. and it is important, this is the only debate for voters between oz and fetterman. what are we expecting them to tackle tonight in addition to the expected fireworks? >> right. well we're going to see the two men meeting for the very first time when they come together, erica. this is inside of a local television news station here. no audience, so just the two of them, and the moderators. and john fetter man will be usig that closed captioning throughout the debate to be able to make sure that he's understanding everything that he's talked about this auditory processing issue that he's had left over from that stroke. and so the oz campaign agreed to allow him to use that closed captioning technology which he took out for a public spin at an event over the weekend. you're seeing him with soamy klobuchar. that is an interesting piece at play. fetterman whose own campaign admitted it is not his strongest suit, debating against dr. memez oz. the republican nominee wanted more time together

jeff zeleny is in harrisburg for us. he spent a lot of time in pennsylvania, you know the campaign and the candidates as well, what do you expect tonight, which would be looking for? >> the debate has just gotten underway, as you said. one of the things first and foremost is the john fetterman, the lieutenant governor of pennsylvania making the case that he is fit to serve in the senate. that, of course is because that he is in recovering from a stroke since may. he actually suffered that days before winning the primary. he is been building his speech back, he's been building his strength back, but tonight, he will be referring to questions through closed captioning. that is being explained to the audience right now. why he is able to see the printed questions, and mehmet oz's answers. this is something that has been a big issue in this senate campaign, but i'm told that it will not be nearly as much of an issue tonight. the odds campaign is trying to move beyond that, i am told, and talk about the differences and issues

let's begin with cnn congressional correspondent jessica dean who is in harrisburg, pennsylvania, this morning. jessica, john fetterman's health was a major focus before the debate last night and continues to be this morning. >> reporter: it sure does, erica. listen, if you listened to any of the debate, if you watched t if you are going to watch the clips i'm about to show you you will notice he's clearly still recovering from that stroke. he has halting speech, he stops, he starts, he loses a word here and there, loses his train of thought. he was also using that closed captioning system in order to be able to read the questions that were being asked because of his auditory processing that he is still dealing with. so that was certainly on full display last night. and the campaign if you talk to the fetterman campaign they are very much of the mind that voters are willing to see past that, to understand that he's recovering from a stroke, and to really pay attention to the issues. of course, it's up to the voters to decide how they feel about that. now, beyond that there were a host
