and libraries and the police force. john gonzalez has more from rockville on what is at stake. >> minutes before 12:00 we heard from the counsel president george leventhal. he started the briefing by saying the purple line is a must in the area. there can't be delays with construction because time is money. here is the big picture. the fiscal year is only a week in. well, officials in "maryland, my -- in maryland are locking horns on the budget. the executive says his hands are tied and he has to cut $50 million from the budget. $15 million of that will come out of education, where already nearly 400 jobs have been eliminated. it could mean larger class sizes and cutting library hours. not just education. parks and planning could get a hit. the plan to provide police officers with body cameras could be delayed. president leventhal saying it's not time to panic yet saying this is a well resourced county. the bottom has not fallen out. the county will agree with most of the cuts but he believes some of them are just outrageous. >> i'm disappointed in proposals like the elimination of $500,000 in housing vouchers for the homeless veterans. this the year that montgomery county designated as the year of the veteran. john: it doesn't he that the state of maryland could be hit with a $200 million fine after the u.s. supreme court found it was in violation of the constitution for not providing full credit to residents who paid out of state income tax. leventhal said maybe it's time to take a hard look at the high salaries from the managers and thecots and he used -- managers and the counties and used the fire chief and the executive director as examples. jonathan: still ahead for us major developments in the stabbing in prince george's county. who has been nelson ford is facing charge of first-degree murder. they arrested him and now he is in charge. they got him on huron avenue where the stabbing took place. the victim has been identified as 26-year-old willard smith of district heights. police don't believe this was a random act. abc7's sam sweeney has more. sam: the first 911 call came in. but when the police arrived, they found a man brutally stabbed. >> i don't know what to say. >> the adult man has been rushed to the hospital. he died a shorttime later. investigators combed for clues for hours, scouring streets and checking in nearby fields. as day broke, it was clear the victim tried to get away. >> i'm just on the street watching the long blood trail. >> this scene was so gruesome the firefighters had to return to the
