i'm harris faulkner in tonight for shepard smith. we begin tonight with president obama's new move to reshape his cabinet. at the white house today he announced massachusetts senator john kerry as his pick for the next secretary of state. >> john has played a central role in every major foreign policy debate for nearly 30 years. as we turn the page on a decade of war, he understands that we have got to it harness all elements of american power and ensure that they are working together. >> the president then saying senator kerry's entire life has prepared him for this role. the senator has spent decades on the foreign relations committee and he is currently the chairman of that. he is also a former presidential candidate as you know. and a decorated vietnam veteran who was critical of the war effort when he returned to the u.s. senator kerry's nomination came after susan rice came under recently she was thought to be a frontrunner for the job until her comments on the attacks u.s. consulate in libya triggered strong criticism of her.

i'm harris faulkner in tonight for shepard smith. we are learning u.s. forces could soon be headed to the syrian border. their mission part of nato's plan to put patriot missiles at the line between turkey and syria. those patriots are designed to intercept any potential missiles coming from syria. and defense officials say any country that sends its equipment is likely to send their own troops to operate it we're told no one has signed deployment orders officially just yet. it's almost certain at this hour u.s. troops will be on the move. there is absolutely no indication our fighting men and women would cross into syrian territory. but the pentagon has told the obama administration it would require more than 75,000 soldiers to secure syria's chemical weapons stockpile. it's impossible to say exactly how much that would cost. but the price tag for that sort of operation could easily run into the billions of dollars. now, again, there is no indication at all that such an operation will happen any time soon. all this coming just days after president obama

i'm harris faulkner in tonight for shepard smith. united nations ambassador susan rice is out of the running. to be the next secretary of state. she asked president obama to take her off the list and he says he has accepted her decision. but he is blasting her republican critics for what he calls unfair and misleading attacks on rice. some republican senators threb to block rice's because of her comments about that attack on the outpost in benghazi. terrorists killed our u.s. ambassador to it libya chris stevens and three other americans on september 11th of this year. three days later ambassador rice went on the talk show circuit and said several times u.s. officials believed the violence was a spontaneous reaction over protests to anti-muslim video not a preplanned terrorist attack. intelligence officials say they gave her those talking points but those opponents did not back down and today ambassador rice sent the letter to the president, quote: i am now convinced that the confirmation process would be lengthy, disruptive and cost

harry reid and some of the younger senators are proposing is to restore the filibuster. it's a very simple proposal. they it want to bring back the filibuster as it existed in mr. smith goes to washington. they want it it to be like jimmy stewart where they had to go to the floor and stand on your principles. now, unfortunately, the filibuster is used secretly behind closed doors to stop debate to prevent us from even having a vote. that has nothing to do with what americans understand as a filibuster and there's no reason to allow the abuses to continue. >> well, it means that if they were to filibuster, they have to go to the floor and do as you say, mr. smith goes to washington, and talk endlessly until some conclusion. what do the changes mean for democratic bills, do you think? >> it could mean a lot. many of the bills that democrats have proposed have majority support. they can win in the senate. the problem is they can't get to the 60 votes that would required to break a filibuster or to force a vote. and so all that's being proposed here is to say, look, if you want to do a filibuster, you have to be public about it, you have to go to the floor, you have to s
