hartford executive david craig said state mandates like requiring full day preschool fueled the hiring of more teachers in the first place. >> limit the ability to expand the number of teacher those have which is also a lot of the thing that the state hassin sifted, they are the one that has changed the class size, from 25 to 23 for elementary school. that means have you to have more teachers. >> reporter: the governor has proposed capping income tax deductions and rolling back, exemptions for those with household incups above 150,000. >> a family of four earning 150,000 would pay $191 more. >> reporter: one out of five would pay the higher taxes. they make no mention of a gas tax hike. at the state house,abc 2news. >> if approved the proposed income tax hike would generate about $300 million and about a third would go to the county. >>> the governor says the budget lawmakers go to work -- what do you think are the most important issue? a poll out and they did this last week and they only talked to registered voterrers and the economy and jobs were the biggest concerns, almost 49% file

more than half of all the people arrested in hartford are right back here again with in three years, that's because the sheriff said when they get out of jail their options limited. >> we leave them no choice but to go back to crime. as a result they come back into the detention center. >> reporter: more than 5,000 are released from the center every year many of them with problems such as addiction, mental health issues and no jobs. several different community groups in agency work with that you lawn some hartford doesn't have a formal coordinated program. the sheriff said that needs to change. >> they get out of the detention center they return right back into 9 community. it's to try to give them the opportunities and services they need to get back on their feet. . >> reporter: and to try to help thousands of men who women who leave every year and keep them from coming back. >> this is something that is not going to cost tax dollars to do. it's to try to get off the same >> reporter: and he said they may need a new jail, possibly as in lits as five-years unless they can figure out
