and i want to close by talking about harvey milk. i think it is really risky when people try to go back 30 years in time and talk about harvey milk would have bent against this or for this. i think with very few exceptions, that is risking -- risky and speculative. one gentleman who mentioned mr. bilked -- mr. milk would not have been opposed to some of the things in this legislature -- he's a small business owner who understood a vibrant and clean public spaces. the pooper-scooper law that he is best known for, harvey milk was a civil rights advocate and justice advocate and was someone who understood the building blocks of the neighborhood. i don't know if harvey milk would have been for or against this. when people tried to commandeer the memory of harvey milk and use it to advance a political agenda in 2012, that to me is suspect. harvey milk belongs to our entire community which is incredibly diverse in its political views. i think this is common-sense legislation and respectfully disagree with the chair and move we forward this

the rainbow flag at harvey milk plaza is not controlled by the public. do not give me this about you are interested in equality and everyone having equal access to these plazas. right now, access to the rainbow flag is controlled by the merchants of upper market. if you are not on good terms with steve adams, forget about having access to the public flag. the supervisor for the district has killed every effort to have meetings at city hall and in a district about the flag. we need -- the public wants a fully controlled by the public and not by [unintelligible] and the merchants only. [applause] supervisor wiener: thank you. >> i did not write that. my name is jennifer, and the director of the coalition on homelessness. i wish i could say i was happy to be here today, but i am really not. i am deeply saddened to go down the same a very tired, very difficult and very hurtful road. we have a huge crisis around homelessness and we have had it for three decades. during that time, since localities haven't been able to address it in a substantive way, how they are resorting to these kinds of things. there are hundreds of laws and dozens that are being applied against thomas people today. they are being applied against homeless people on streets and on sidewalks, in plazas, like jane warner plaza. like u.n. plaza. the impact on homeless people has been devastating. at a time this kind of legislation moves forward, it stirs up anti-homeless sentiment. it opens up a discourse that separates folks that are too poor to afford a place to live from every other member of society

the woman who spoke about living on harvey milk plaza, i am the next closest person.on the exit. i have a bird's eye view all the time and i walk through six or eight times a day. i am familiar with what goes on. former speakers have been very eloquent. i would like to commend the tour guide who spoke about the safety issues that are there. they are real and they need to be addressed. in my opinion, as a resident of i'm not looking for quiet, peaceful place to live. i moved to the castro because of its vibrancy and diversity and is accepting and tolerant neighborhood. we need to address some safety concerns that are there. there does need to be some basic guidance. the ordinance is logical and i would support it wholeheartedly. i help you endorse them and support supervisor wiener in his efforts to bring some common sense legislation among -- in these public spaces that are our friend yards. when a c>> ifor eight or nine years i was the president of the triangle association. i walk through daily or multiple times. the legislation is common sense rules let me to applie

our correspondent rachel harvey has been following his visit in rangoon. >> the atmosphere, the moodn the streets has changed dramatically in the past year. when i have come here before, people have always been polite, very friendly, but there has also been a fearful lest that speaking to a foreigner might land and in trouble. but now, people are beginning to believe that the changes that have begun in the country might actually be will judy reel. william hague says he believes there is a genuine momentum to the reforms and his government is sincere about its desire to change. the question of where it is all going to leave, how far these reforms might go, because there are sanctions still in place. and although william hague talked about the potential burma has if the trend continues, unless there is investment, unless the economy picks up, and ordinary people will not feel the benefits. but sanctions will not be lifted until there is more concrete steps toward reform. that has been the clear message from william hague and from other visiting diplomats. the whole idea is to try to co
