[applause] it would save billions of hours. about half the students have a pell grants, the more of them are eligible. they are probably intimidated by this and don't want to do it. we're going to take some of the money we save and have year-round pell grants, so you can move at your own pace. there will be one loan, one grant, and you will be able to apply in your junior year of high school rather than your senior year. this all just happened by well-intentioned people who reauthorize the higher education act. they said, here's a good idea. let's put it on the form. we will

[laughter] makes you want to sing after coming to nashville. a kick in your walk, you know, just being here. but it's been a fantastic trip and certainly it would've made we want to also thank your staff. i know your sponsors, your host who have help for this wonderful meeting. certainly along with our nga staff. this is a closing session of our 2014 the nga summer meeting. and it's been a great pleasure to be able to serve as your chair. one of the reasons why i chose my chairs initiative as "america works: education and training for tomorrow's jobs" was to ensure that the changing business climate that we have in our nation matches the education needs, and also our workforce needs at home. all government i keenly unaware how technology and innovation have forever changed and altered our national economy, how it affects our schools, our daily lives. as governors we must

governor haslam has done a better job. one thing we could do is take the title to money -- title ii money. title ii is for helping teachers, personnel development. you can use that money however you want to develop your own systems of teacher evaluation and principal evaluation and performance. that is quite a bit of money. right now it really goes into reducing class-size in most states. you could use it if you chose to for that purpose. i'm very reluctant for washington to try to tell you how to do that when nobody really knows how to do that. i think it is much more likely to come out of wisconsin or iowa or missouri than it is out of the department of education. let's be blunt about it. you have this big push back right now. perception which is a fact that washington is in effect requiring states to adopt certain standards and certain performance levels and certain teacher evaluation systems, and people in tennessee don't like that. heart all the problems you about common corps are related to the perception that washin

containing costs as governor haslam just noted.his body alignment among stakeholders that outcomes-based payments moving from quantity to quality is the wave of the future and we governors are prepared for potential challenges that lay ahead from a rapid aging population is the governor just mentioned to increase consolidation of our health care industries that we are seeing in all of our states. there are many trends that are duplications were health care transformation in our states. in vermont we are focused on containing costs by covering health care providers and payers with funding from the state innovation models grant which has been a huge help to us. we are one of the states that got a single grant so just for a second imagine a health care system were health care providers everyone in the system our doctors, nurses and hospitals and on the ancillary services are driven to keep you as healthy as you possibly can as a team and i don't have to use as many expensive health care services to achieve those goals. second imagine

surprise partisanship was also on display in nashville, so were not-so-veiled 2016 ambitions as bill haslam said you can be in a room where you have six, seven, eight people who are thinking they might run for president in two years. in a sign that he's still not counting himself out, chris christie chimed in on foreign policy, slamming the president on saturday saying israel is not sure that they have america's full support like they used to, saying, quote, i think the unrest you see in the middle east is caused in some measure by the fact that this president has not acted in a decisive, consistent way. joining me now, delaware governor jack markel, a democrat, and the "washington post" chief important dan balz. you were both there this weekend. thanks for being here this morning, we really appreciate it. dan, i want to start with you. what was the mood like in nashville? this usually marked in spirit bye-bye partisanship in some respect. >> it was a little bit of a bifurcated weekend. on the one hand as the vice president suggested this is an organization that is given to bipartisanship o

and that's why my letter this week is again to tennessee governor bill haslam.plis la, this is mallory lolla. on sunday she gave birth, on tuesday, as she was being discharged from the hospital, deputies from the monroe county sheriff's office arrested her and took her to jail. she's still in jail. unable to post a $2,000 bond. she's there without her baby. her daughter is less than a week old. governor, this woman was arrested and charged with assault under the law you signed at the end of april because she and her baby tested positive for methamphetamine. the law makes this a crime, specifically the illegal use while pregnant if her child is born addicted to or harmed by the narcotic drug. now, we don't know that the baby showed signs of physical harm, all we know is that the baby tested positive for meth triggering a call to the department of children services, which called the sheriff. let me be very clear. i am foot in advocating -- noted a vot dating for pregnant -- advocating for pregnant women to use drugs, absolutely not, the same way i suggest women sh

i think governor haslam will tell you that it's already almost -- community college is almost already free. people just don't know it. >> if you can figure out that form. if you figure out that form, the gap is lots more than most people know. >> right. and so he was shrewd enough to say we want to change the perception. he's saying, i'm speaking for them, if i want to increase the graduation rate and the job skills, i want more people in college. i just checked, half the students of all states have a pell grants and half don't. that's probably the. there are probably a lot more eligible, but the community college tuition is only $3600. that's the average in the country. that pell grants can go up to $5600. and the average student loan is $27,000 for a four year degree. the average car loan is $27,000. i don't hear people saying the economy is going to fall because everybody else 27,000 out on the corner. a card appreciate and you get $1 million more in your lifetime if you go to a four-year school. so we spend 100 billion a year in loans, which is to be paid back, at 33 or 34 billion
