nadal hassan was an army psychiatrist, a u.s. citizen who was a muslim who became radicalized once he was in the army. he never denied being the shooter in ft.hood, he cited his rall callized beliefs for the reason he shot and killed 13 people and injured more than 30 others. nadal hassan tried to mount his own defense he was found guilty and sentenced to death. although that sounds like maybe the suspected sentence for a suspected mass murderer, it should be known that a sentence of capital punishment is extremely rare in a military court-martial, but he is on federal death row right now. after that 2009 shooting the worst shooting to take place on an american military base in history. could anything have been done to stoop nadal hassan before he killed those people? in 2010 the pentagon launched an internal investigation into what went wrong. they revealed a wide range possibilities. the pentagon report issued 47 different recommendations for how to make u.s. military installations safer. later two years later, another report w

hood when army major nadal hassan opened fire on the base. joining me now is nbc news national security analyst don borellie. the fact that the president and the secretary of defense have been informed, the president is making a statement, what does that tell you about this incident? >> it tells me that obviously in light of past events, we've had the major hassan shooting in ft. hood, 2009, we've had the navy yard shooting last fall. the president is going to want to reassure the families that he's going to do whatever it takes to keep our troops safe at home. obviously when they're deployed, they know they're in harm's way, they don't expect to be in harm's way when they're at home. we should not jump to any conclusion, just because the president is going to speak, that this means it's an act of terrorism or anything like that. i think we have to wait and let the investigation take it where it leads us to determine the motive. >> i want to go right now to nbc news chief white house correspondent chuck todd. what is the latest you're hearing

nadal hassan back in 2009 an army psychiatrist. then we have this shooter here, this occasion allegedly being treated or actually we know he was being treated for psychological problems. one of your own once again doing this shooting soldier on soldier. how does that make you feel? does it make you feel really unsafe? >> it does. i had trouble falling asleep last night. it's also just really sad because i feel like our systems are failing us and they are just being swept under the rug and not being paid attention to. it takes something like this for the military system to say we need to take care of it. >> it doesn't appear they are. there have been 9 shootings on bases across the country since the first fort hood shooting back in 2009 and there are also talks of military funding cuts. we know there have been many of those. what would you say to legislatures in terms of what you need as a family to hopefully avoid this happening again and get these service members the help that they need when they return from war? >> we need to add
