senator hatch: mr. donohue, as you noted in your opening testimony and as i've been saying for years now, since trade promotion authority expired in 2007, our countries other competitors in the world marketplace have not been sitting on their laurels when it comes to trade. indeed, there are hundreds of free trade agreements around the world that are currently in effect or under negotiation and the u.s. is a party to relatively few of these agreements. in your opinion, what's the cost of the united states if we refuse to pass new trade agreements while our competitors press forward with their own? mr. donohue: well, long-term refusal -- and we've been at it for a while -- to pass new trade agreements will basically provide markets across the world to our competitors, it will cost american workers ever growing number of jobs. it will have a measurable effect on the economy of the united states and it will make us far more insignificant in the -- less significant in the geopolitical, economic affairs of t

and the hatch/wyden/ryan tpa of 2015 falls far short of doing that. congress must not agree to fast-track a fast track bill right now. mr. chairman. the time allotted between the introduction of the bill, hearings, committee consideration and floor action is really short. and it's a sign that i believe that if it had more time and more people knew about it more people, not less people, would oppose it. a new and effective trade negotiating authority must do the following. it must assure that congress approves trade agreement partners before negotiations begin. create negotiating objectives that are specific to the individual trading partners that we're dealing with because they're all different. ensure that congress not the executive branch, determines whether the congressional trade objectives have been met. be sure congress has effective opportunities to strip expedited consideration provisions from trade deals that fail to meet congressional objectives or to incorporate congressional and public participation. increased access to trade policy and pr

that's why senator carper and hatch and i are offering this amendment to make sure that our businesses and our workers have a little playing field. i want to be very clear about this amendment. it is meant to complement, not substitute for my colleagues work on currency manipulation particularly the work of senator schumer. this is consistent with his bill bill. it requires the treasury secretary to regularly deduct -- conduct detailed analysis of trading policies and monetary policy using rigorous and transparent metrics. it also requires bilateral engagement with countries found to be improperly interfering with his currency markets as a first step. that country fails to adopt appropriate policies within a year hour amendment lays out specific remedial actions to address the problem. significantly this includes the ability to block a particular country including china from the benefit of free. agreements including ppp restricting its access to u.s. financing opportunities and preventing the federal government from procuring goods and services from that country. our amendment offers s

including some of the reasons you mentioned chairman hatch. first, it raises questions with kis end consistency with our international obligations. second, our other countries would pursue retaliatory measures that would mimic the provisions but at the same time target our companies and workers. that would present a concern. they could design a cvd provision that used a different standard, given that there is no single universal standard that applies to current under valuation. i think also unilateral measures will be perceived as being counterproductive in terms of the g-20 and the g-7 and all the progress we've made in the international forum as well. and it will impede and impair our multi-lateral and bilateral efforts. finally, we're also concerned that unilateral measures will impair our ability to make progress in the context of tpp, assuming tpa is passed, with a currency objective as well. i think our partners will be concerned about negotiating some sort of currency provisions, given that they may also face unilateral measures as well
