you have been 40 years as an operator on cranes. i suppose the most obvious question many new yorkers would be asking, as this crane dangles so dangerously, is why wasn't it better attached? how has this been able to happen given we had nearly a week of warning that this huge storm was coming? >> well, looking at the pictures and everything else, what i believe happened is that the crane operator and the supervision on the job did not follow the manufacturer's recommendation. when the crane operator gets out of the crane, they let it weather vane. they knew this storm was coming. they should have lowered the boom down at a low angle. that way when the wind comes in, it can blow the crane around, back and forth. that way if the wind would have been on the back of the boom, forcing it down. but that didn't happen. that's why it went over backwards. the strong gust of wind came back and just threw it over backwards. >> the building is called 157, it's a pretty iconic building in new york. when finished it will be 90 stories high and it

you have been following this.dinary changes in the situation of the storm from violent flooding to violent snowfall in west virginia. tell me about this. >> yeah today in virginia was really eerie. last night, chasing it, lightning strikes everywhere, thunder and suddenly all the lights went out in the town and a complete blackout. that's when things got really scary and it became a serious deal. they will probably -- probably won't have electricity for at least a week down there. >> and where do you see it going this storm? is it easy to predict over the next 36 hours? >> wobbling and spinning down. more vertically stacked, and i think it's begun an overall weakening trend. the wind field is expanding, precipitation overall was showing it dissipating, and i was looking at it that doesn't mean there won't be significant snow, especially on west fard facing slopes of the appalachians there is a severe thunderstorm warning right now up in new hampshire into maine. so that's even more unusual. >> yeah. reid, thank yo

we have been talking a lot about the warmer side. this is going to become a hybrid and we will have that jet stream reenergize this thing as it comes onto land. and also what we are watching isaround the center of the storm now, it's starting to have convection or thunderstorms popping up. but, the winds are well away from this and when you talk about a hurricane, you want the winds the strongest wind at the center but that's not happening with this storm. so that hybrid effect is taking place. it could be strengthening too as we go through time before it makes landfall as it moves over the gulf stream which is warmerwater. so as we look at the second weather player the cold front moving through and actuallycombining with the system, well, on the backside some snow moving into west virginia. the higher elevations before it's all said and done they can see up to 3 feet, yes, 3 feet of some snowfall across the area. this storm is magnificent and wild. we are looking at blizzard warnings. so we are talking about flood watches, flood warn
