"all in with chris hayes" starts right now. >>> good evening from new york. i'm chris hayes. thank you for joining us tonight. all right. this right here, these ten pages represent the biggest news in the country today. this is the criminal complaint filed today against 19-year-old dzhokhar tsarnaev, the surviving suspect in the boston marathon bombing. and this ten-page criminal complaint is big news for two reasons. it's news for the incredible details of the allegations contained within it, and it is news because of the simple fact that it exists. let's start with the news. the complaint describes in heart stopping detail exactly what authorities -- of the bombing itself. quote, approximately 30 seconds before the first explosion, dzhokhar tsarnaev lifts his phone to his ear as if he is speaking on his cell phone and keeps it there for approximately 18 seconds. a few seconds after he finishes the call, the large crowd of people around him can be seen reacting to the first explosion. virtually every head turns to the east towards the finish line and stares in that direction

i'm chris hayes. thank you for joining us tonight. three days after the boston marathon was bombs, we have photos, pictures of two men the fbi suspects in monday's attack. the fbi released these photos hours ago asking for the public's help finding or identifying them. the man authorities are identifying as suspect number one is seen in a dark hat. here's suspect number two in a white hat. this suspect, number two in the white hat is the only one authorities believe they have seen on tape planting an explosive device. they believe the two men were associated. any who knows anything about either of these men is asked to call 1-800-fbi or call bostonmarathontips.fbi.gov. they said these men may be extremely dangerous and urging everyone not to take action on their own. joining us is pete williams. this is a big development today. what is the latest? >> it is a big development. the pictures don't show crystal clear view of the faces, of course. there's pictures the fbi has not released. they do believe they have images showing the man in

the victim was at the intersection of hayes and webster when he was shot and killed. alicia reed shows us the video of a white 2010 lexus 350 the police are hunting for. >> reporter: this is surveillance video from just before gunfire erupts. a few seconds later, the suspect's car speeds by! it was a 2010-2012 lexus. >> reporter: cameras from cab also spotted the shooting from the intersection. >> we walked up to the driver's side of the vehicle and conversed with a driver or passenger on the rear side. and shot him. and he walked back to if sidewalk where he started from and collapsed right there. >> reporter: sergeant john bart is trying to find a motive for the slaying. but for now, cannot come up with an answer. >> jay was never arrested before. he was not involved in the criminal lifestyle. i interviewed a lot of people that knew him. friends, girlfriend. family members. and, there's no reason that stands out why anyone would want to kill this man. >> reporter: police do not believe jay knew the person that shot him. they are hoping someone will recognize the car
