. >>> we're continuing to cover a fire burning at hayt and philmore. ken wayne is at the scene, what's the latest on the situation. >> reporter: you can see behind me a walgreens drugstore on the ground floor. this fire started about an hour ago. 145 firefighters are at the scene. fire officials very concerned about this fire spreading. but it looks like they've done a good job of at least containing the damage to this one particular building. there are two floors of apartments but fire officials say right now they are not sure exactly how many units are in this building. they say the fire started on the top floor on a corner unit which appears to be the corner unit that's facing us. there's a lot of heavy damage in that particular unit. then the fire spread to the attic. firefighters were on the roof battling the flames and they have been opening ceilings inside the apartment building to vent it so that they can get access to the fire and put it out. when we arrived about half an hour ago there was a lot of black smoke drifting through this year. and

streets are closed around hayte and filmore. there's 26 apartments in this building, but we're not sure how many were displaced. the good news in all of this is no one was injured. we talked to that last gentlemen kenney whitmore who has a walker, he had to use his walker to get out of that building with his dog as the water was pouring through the roof into his building. so a dicey situation, but nobody hurt. now the investigation into what started this fire begins. ken wayne, ktvu. >>> new at 6:00, ktvu's ken pritchett is at the state capital where he learned about changes, ken. >> reporter: one of those new changes we learned about at today's hearing at the capital is that b.a.r.t. police officers will be wearing cameras on their lapel by year's end. the shooting of oscar grant is what started the changes, followed by the shooting of hill. >> i want the are real thing. >> reporter: new training and procedures are in place. >> we have made a lot of positive change, but i'm under no illusion that we have a lot more to do. >> re
