primarily the health department. another roughly 45%. not surprisingly, that is where much of the discussion has been in previous years and will be in this year's budget as well. since the deficit projection last winter, a couple of things have changed. you all know that we asked departments to meet their budget reduction target partially in the current year to try to get a jump on next year's problem. in december we received those ideas and about $19.8 million in savings. that was sort of a down payment on the budget instruction targets. as you have heard, since then this committee had a controllers six month report come out, controlling revenue projections. looks like the new news will be $14 billion in good news in the current year. and then a significant portion of that will annualize into next year. we will look at some portion of that again. another piece of caution out there, deficit projection had assumed that we would be able to withdraw from the rainy day reserve. it is unclear if that will be the case. we are still working on

i was glad to hear the mention of the department of public health. the facts that were mentioned earlier do not surprise me. for the record, i would like to remind everybody that the board of supervisors has consistently, through different committees, absolutely refused to hold hearings into the department of public health, in regards to suspected misuse of money, especially metical, at san francisco general hospital, where i worked for 20 years. i would also remind everybody for the record that the comptroller's office, in my opinion, has been uncooperative to push for a follow up financial audit of san francisco general hospital financial practices that was originally issued in 2003. in that report, my own department was faulted numerous times for problems, and i myself, think those problems still exist and we are only shortchanging the needy and helpless people in san francisco by not looking into san francisco general hospital. obviously, i do not have to say anything about laguna honda hospital, even though, to my amazement, that the district su

really about making sure when it comes to an audit or review of any agency, whether it is the health department or any other department that there is a closing of the loop. we understand some work has already been done by the department, by the health commission, and we simply think with this kind of report, it's important to have a hearing at the board of supervisors level as we will with all of the audits that have been done. that's the purpose of this -- to make sure we hear from the comptroller's office. but we also hear from the department about what they have done and i know that we have the health commission here and we will hear from them and to give the public an opportunity to provide comment. the last point i would make before i turn it over is that there is litigation involved, so we have to be very careful to make sure we focus on the general findings of the audit. we are not going to delve into any personnel issue or any issue that could in any way compromise the city's position as far as litigation. the focus is a general discussion about the findings. with that, i will turn over
