we have worked closely with the national science foundation, with the national institutes of health, with the department of energy, and others on this legislation, and they agree this is very important. our legislation also allows the state department to deny visas to foreign researchers who they know are seeking to steal research and intellectual property by exploiting exemptions in our current export control laws. this may surprise you, but the state department can't do that now. career foreign service officers, employees at the state department have asked us to please provide them this -- this authority. they testified before our hearing, asking us to help them to be able to do what they know needs to be done. our bill also requires research institutions and universities to provide the state department basic information about sensitive technologies that a foreign researcher would have access to. providing this information as part of the visa process should help streamline the process for the state department and for these research institutions. this allows for college campuses to

health. you have been involved in trying to eradicate polio in nigeria. along with bill gates and his foundationwhat is the progress you have made? aliko: we have done quite a lot. the progress has been tremendous in the last three years. hopefully, when we work between now and the next six months, we will be satisfied. the entire african continent will be polio-free. david: one of the things you are doing is building a hospital in nigeria. why do you feel the need to build a new hospital? aliko: i think we need to build a world-class hospital because when you look at it in nigeria, we spent a lot of money where people go abroad for medical checkups, for operations. what you are trying to do is give hope to the population. to be able to say, you do not need to travel abroad. we will be able to treat you there. david: nigeria is the most populous country in africa. is that right? aliko: it is. david: it is growing at a large rate. aliko: about 3%. david: at the current rate, at some point, more people will be in nigeria than the united states. aliko: by 2050, we will be at 450 million population.
