i'm heather holmes and welcome to bay area news at 7:00. we're following breaking news where a man has been found shot to death. berkeley police said they were called to shots fired near russell street. they found a man in his 30s slumped over the wheel of his car. the paramedicics announced him dead at the screen, and his identity has not been released and no word on any suspects. this is the third homicide in berkeley this year. >>> well a big victory tonight for state workers. a judge has ruled against governor schwarzenegger in his effort to reduce the pay of 200,000 employees so minimum wage until a new budget is in place. the judge denied his request that would have mandated a minimum wage effective immediately. it means all state workers will receive all full wages until august, but left the door opened by ordering a full hearing to allow the case to proceed. kristen is live with reaction and a look at what's next -- christian. >> they are among the state workers that say they're very relieved that they'll be making their full payche

hello again everyone, i am heather holmes and the president signed sweeping financial regulation into law aimed at preventing a repeat that triggered economic crisis two years ago and he says reforms will end wall street practices that led to the worst financial crisis since the great depression and he says taxpayers will never again be asked to bail banks considered too big to fail. >> finally because of this law of the american people will never again be asked to foot the bill for wall street's mistakes. there will be no more back funded bailout period. >> under the new reform more financial companies will be subjected to federal oversight and the law gives the government power to regulate derivatives and contracts and create a council of the regulators and the treasury department. that starts with detective would tend to risks to the economy and gives the president power to appoint a federal regulator to protect consumers. >> it also regulates so-called sleep fees that banks charge businesses each time you use a credit card and small businesses apply the changes and others say cons

i'm heather holmes and welcome to bay area news at 7:00. the city of oakland might be about to move front and center in the world of marijuana cultivation and production. the city council tonight is considering a proposal that would open the door for large scale city sanctioned pot growers but some say it could do more harm than good. >> well, if you talk to those for and against the ordnance, they'll tell you that they expect it to pass tonight and the sides have primarily drawn not only on the right or wrong but what it will do to the industry. >>> growing marijuana for medical use is a scattered business small operations out of site underground, but tonight the oakland city council will vote on an ordnance each perhaps as big as 100,000 square feet. >> for people not familiar with 100,000 square feet is, it's roughly the size of a big wal-mart. >> he is against legal liezing marijuana growth if it means wiping out the little guys. >> these are typically people tt are small mom and pop operations. >> but some see a huge opportunity in ton

i'm heather holmes. >> four different investigations now underway after bart police and oakland police shot and killed a man this morning. it started near the fruitvale bart station when someone called the police to report the man was on east 12th street armed with knives. >> reporter: oakland police haven't identitied the man they shot here on 16th street yet but they say he is hispanic between 30 and 40. past the crime scene tape an unsettling sight. a man shot multiple times by both oakland and bart police officers lies in the street. yellow tags scattered to mark the evidence. oakland police deputy chief explained how this started. >> this morning around 8:15 we got a call of a man armed a knife walking toward the bart station. >> reporter: police say two bart officers tried to stop the man who took off running. they chased him up international boulevard and 34th avenue where police joined the chase and tasered him. they say that didn't work and the man kept going onto 16th avenue where he was tased again. >> he is confronted and tased by two different opd officers, both times they
