i'm heather holmes. >> and i'm ken wayne. a bomb scare forced the closure of part of downtown livermore this afternoon, just hours after thousands of people were on hand for the amgen tour of california bike race. ktvu's jade hernandez was first on the scene and has the latest. >> reporter: ken, the package was found just behind the blowout bar salon just across the street. this was just a few short hours ago, when police told businesses to get their customers inside, shut their doors or evacuate. livermore police were not taking any chances on any suspicious-looking items today. the alameda county sheriffs bomb squad had their robot take images of the package to determine what was inside, but that was only after livermore police made sure everyone in the area was safe. now, this package was found not very far from where the 2013 amgen tour of california began. that's one of the reasons why there were so many people downtown. officers quickly shut down downtown's first, second and  third street between j and k. the suspicio

heather holmes, ktvu news. >>> now to ktvu news continuing coverage of that limousine fire that claimed five lives. we now know the identities of all of the victims. 39-year-old nerissa fojas. 39-year-old jenny bowin lives in dublin and had two children. ana aquintar and and felomina garoga. all of the women in that limo shared a common bond. >> reporter: family and friends say they have lots of questions of how the horrific event could have happened while they wait for answers they're struggling with their peace. from the philippines, her mother looked through a photo album. she says nerissa had wished her an early happy mother's day. nerissa had planned to celebrate her wedding in her native philippineless. her father says, we're all hurt. she was a child. also grief stricken, anna's family. her family shared with us this last photo of alkuintara. she took her family's cell phone and snapped a photo of herself to give to him as he was dropping her off saturday night. the family is trying to make sense of what happened. >> there is anger that we're feeling. but we don't know what that

ktvu's heather holmes here after speaking tonight with vallejo's former top cop. >> he's one of fourple picked to sit on a panel that will examine that horrific movie theater attack. it's all in an effort to update how officials respond to an attack. next year will mark two years since the horrific attack. this year the panel will meet for the first time to reenact the attack moment by moment. robert nicolini will serve as the law enforcement expert. he plans to interview officers who were first on the scene to see how they reacted and suggest improvements if needed. >> i think there's also lessons ton learned. police work, there's no cook book for police work. >> during his 17 years as vallejo police chief, nicolini looks at police shootings, hostage situations, child abductions. he also spent 24 years with the oakland police department. and he was on duty during the oakland hills fire storm in 1991. experiences that nicolini says will help him in drafting the aurora report. >> the aurora report includes multiple agencies. and things we did in oakland involved multiple agencies. it'

ktvu's heather holmes here after speaking tonight with vallejo's former top cop. >> he's one of four people picked to sit on a panel that will examine that horrific movie theater attack. it's all in an effort to update how officials respond to an attack. next year will mark two years since the horrific attack. this year the panel will meet for the first time to reenact the attack moment by moment. robert nicolini will serve as the law enforcement expert. he plans to interview officers who were first on the scene to see how they reacted and suggest improvements if needed. >> i think there's also lessons ton learned. police work, there's no cook book for police work. >> during his 17 years as vallejo police chief, nicolini looks at police shootings, hostage situations, child abductions. he also spent 24 years with the oakland police department. and he was on duty during the oakland hills fire storm in 1991. experiences that nicolini says will help him in drafting the aurora report. >> the aurora report includes multiple agencies. and things we did in oakland involved multiple agencies.

heather holmes, ktvu news. >>> now to ktvu news continuing coverage of that limousine fire that claimed five lives. we now know the identities of all of the victims. 39-year-old nerissa fojas. 39-year-old jenny bowin lives in dublin and had two children. ana aquintar and and felomina garoga. all of the women in that limo shared a common bond. >> reporter: family and friends say they have lots of questions of how the horrific event could have happened while they wait for answers they're struggling with their peace. from the philippines, her mother looked through a photo album. she says nerissa had wished her an early happy mother's day. nerissa had planned to celebrate her wedding in her native philippineless. her father says, we're all hurt. she was a child. also grief stricken, anna's family. her family shared with us this last photo of alkuintara. she took her family's cell phone and snapped a photo of herself to give to him as he was dropping her off saturday night. the family is trying to make sense of what happened. >> there is anger that we're feeling. but we don't know what that
