commissioner hechanova: good morning. i am sure everyone is getting ready for the holidays, carrying over from thanksgiving. one of the special announcements i would like to make is, san francisco was awarded the best marine building policy -- green building policy award last week in durban, south africa, for its building ordinance. we had 22 other cities that competed against us. all told, we graded out to be the top in the category at the ordinance projected to reduce carbon dioxide emissions in san francisco and produce a 10-year present value of almost a billion dollars from those savings. that is great. the award is from the green in building council leadership award for excellence. it was a panel comprised of the un habitat and green building council. it is terrific, and most recently, mayor ed lee did a press release and also saluted staff efforts of the building inspection department, and also the department of environment, public utilities commission, for their commitment to a sustainable and green city. along wi

commissioner hechanova: commissioner lee? commissioner lee: digitizing these records, it is it for the benefit of the public, commission, both? >> it is totally for the public. commissioner lee: why can we just do something and let the public research it? we do not need to go through a 100% process where we can punch a button and say these are the records. we can provide a process where they can look through it. wouldn't that simplify the digitizing? commissioner hechanova: is in there a security issue? commissioner lee: that was the other thing, my first question, what types of records are these. is this we could give to a third party than they can say, we will help you do the research? >> these are the only copies we have. to the extent -- we are talking about giving them to an outside party who can do the digitizing -- there are not specialists in this field that only do digitizing of this. we could have them do the indexing, but we would have to redo it. we can turn this over to a third party and ask them to digitize them

commissioner hechanova: -- commissioner hechanova: i have one question.these taken from the rear side of the property? >> this was taken in their rear yard. the inspector is standing somewhere under these trees looking in this direction. commissioner hechanova: thank you. commissioner walker: it seems to me -- i had heard there was a fire? it is not just falling apart, it looks like it burned. >> what we saw when we were out there, there was a collapse of the front portion of the structure. 7uu+k8 inspections for them to short it. today, 20 months later, there is no permits. -- shore it. there was concern from individuals in the edges apartment buildings, use the area. there is also parking back there. one of the things the planning department told us is the apartment building is already legally nonconforming. the buildout under present zoning would be four units. unless there was substantial evidence that there was ever a residential use back there, what they would be looking at would be to repair or demolish the structure, restore the parking. that woul

commissioner hechanova: so and rfp will be pending? >> correct. i want to go over the next that's. commissioner lee: could i ask a question first? regarding the documents that you are scanning on microfilm, what is the record retention policy? are they something that we need to keep forever? i can imagine, in a few years, most of these documents will be over 100 years old. what do people use them for? could they be superseded? could the old ones be discarded, given to the main library for i can -- archives? commissioner murphy: you really cannot do that, commissioner

commissioner hechanova: what we might be able to do is require an engineering support in 10 days. within 30 days, make safe, board up the buildings, and file as an abandoned building, and put it on our list. commissioner murphy: would you be able to do that? >> surely. commissioner walker: i have a question as to, do you have a plan b, if planning does not approve your residential? >> our plan be would be to reinstall the garage. we are ready to pay for any staff time. commissioner murphy: have you applied for a variance? >> no, we have not. planning says to hold off on that. we are also willing to pay for dbi staff time. we do need this additional time. in order to get financing to get this project off the ground. commissioner murphy: it needs to be properly framed out, she did with plywood so that people cannot get for that. if that is done, it is up to staff. commissioner walker: our action would be to uphold this and give you four months to comply, to hold it in the n@ comply with staff. >> that would be a tremendous help to us. commissioner murphy: could we make it six months
