heidi jo castro is in killeen, texas where the memorials are being held. good morning to you. what can you tell us about those soldiers who died? >>. >> good morning, morgan. three soldiers lost of their lives on wednesday. memorials are planned around town. here at tabernacle baptist church in killeen, a service will kick off in just a few hours. as for those soldiers who died, sergeant first class samuel ferguson was 39 years old from mullberry florida, active duty for 11 years. the army said he served in kuwait, iraq and afghanistan and he was a hero, dying while blocking a door to protect other soldiers. staff sergeant carlos lureny who served for 20 years and had been hoping to retire at the end of this year. finally, we have sergeant timothy 0eps, 37 years old from effingham, illinois. a combat veteran seeing action in kuwait and iraq. his uncle calls him a very honorable video. the morning here, morgan, is happening around town in central christian church, sixteen flags for the wounded and three crosses for theded adorn the lawn. this is not the first time. in 2009, 13

heidi joe castro is live for us now, and heidi, how significant are these findings and what will they mean for the police department? >> the department of justice says the problem is systemic, and the problems are long standing and that they -- difference to institutional policing. >> we found that officers used deadly force against people who did not pose an immediate threat to the officers or to others. and against people who posted threat only to themselves. in fact, we found that sometimes it was the conduct of the officers themselves that heightened the danger and escalated the need to use force. >> is that the police use excessive force with acers. as far as what this means for the police department, there are talks that will happen between the police, city, to go over the recommended changes from the federal government, and then it will be up to those two parties police and the department of justice to come up an acceptable plan for reform, if that is not achieved then the doj does have the power to file a civil lawsuit against albuquerque police. so heidi, what has been the re

heidi, what can you add? is. >> ray,ry shell, beyond confirming the identity of the shooter, the command here has also given us a more clear time line of how this all unfolded. >> and the shooter ivan lopez, dead after shooting himself in the head. fort hood command says he had a history of mental instability, and may have sparked violence by an argument with another shoulder. two shoulders shot were the first to call 9-1-1. a female military police officer responded within four minutes. she was the officer that later confronted lopez after he opened fire in two administrative building. the command says there was many acts of heroism. >> one that shielded and saves other soldiers. got them to safety. >> this isn't the first time that the nearby cities have shouldered such tragedy. in 2009, abarmy psychiatrists 'ed fire on troops readying for deployment. 13 people were killed. he was found guilty and sentenced to death last august. >> we just now are getting over the shock of the last shooting over there. and

heidi zhou-castro is following the investigation from texas. >> fort command said it was an argument that was a precipitating action to the shooting, but his father said lopes got not have been in his right mind. lopes was shocked when his mother, a nurse died of a heart attack earlier. lopes grandfather passed away a month alert. fast-forward to january. he was travelled from el paso to fort hood. he moved into this apartment with his wife and daughter. >> she was smiling. he was smiling. moving in. >> on march 1st lopes came to this gunshop, purchasing a smith&wesson, workers say they have been interviewed, but tell al jazeera that nothing about the sale to lopes was out of the ord. they saw lopes return home for lunch on wednesday. hours later the shooting unfolded. a local tv station was told his son whereas in the first building. his son saw lopes ask for a leave force. he was told to come back the next day. that's what lopes left and returned with a gun. >> the first gun he shot in front of my son was killed. then he turned it towards jonathan, aimed and fired. >> the military

heidi joe cast rojas been following this in texas. heidi, do you have any idea of what motivated him to carry out this shooting? reporter: yeah, jonathan, the court commander said it was an argument that was a precipitating factor to the shooting wednesday. we are learning more about what that argument may have been about, from the father of one of the wounded soldiers. he says his son saw lopez enter a personnel and ask for a form to request a leave. lopez was told that he couldn't have that form until the next day and we are told that at that moment, he became upset. he went, got his gun, returned and opened fire. we are learning more about why this might have been the trigger. according to his family, in puerto rico, where lopez grew up, his mother just passed away in november. lopez had been upset he was only given a .48 hour leave to attend her funeral. his grandfather passed away and he was unable to attend that funeral in puerto rico. while motive too early to determine according to investigators, they are looking careful at th

heidi zhou castro is there, and joins us live by phone. what are we expecting to hear today?> we're expecting a list of reforms from the department of justice. they have been investigating the albuquerque police department now for more than a year and a half. and we're expecting to hear reforms regarding training, hiring officer, and how to deal with deescalation of police confrontations with suspects in particularly in dealing with the mentally ill. the city of albuquerque has been preparing for the announcements for quite a while. the police chief has asked for million dollars to fund the changes from the department of justice, including funding for extra training and the mayor's goal for having 100% of officers trained in crisis intervention. and tuesday they announced the hiring of a new deputy chief who has been assigned to oversee these changes. again, the doj has been looking at this police department since november of 2012, which would make it the longest federal probe of a police department in history. they are reviewing the fatalities that have taken place since 201

heidi joe castro joins us now, heidi, what do we expect to hear from authorities at today's news conference. >> this conference should take off any moment. until that is confirmed the command is only alleged. he is the alleged shooter, what we do know is more of his background. he is a 34-year-old army specialist who join add puerto rican national guard in 1999. he is part of an infinry unit, and also a member of the band. according to the u.s. army secretary, lopez joined the army in 2008. now according to fort hood command, lopez did not see combat overseas and he did not sustain injurers. despite that, he self-reported a traumatic brain injury once he got back home. now, the mental health of the shooter has been a tropic of much investigation here. we know that lopez has been treated for depression, for anxiety, and that he was on a number of drugs and that he was being evaluated for post traumatic stress disorder. this has been a very traumatic experience for the community, because of course in 2009, fort hood colleen suffered the shooting of nadal hassan where 13 people were murdered a

heidi zhou-castro joins us live with more. what can you tell us about some of the victims from killeen? >> yes, the remembering of the three soldiers killed last wednesday as heroes. sergeant first class daniel jane ferguson, 39 years old from florida, active duty for 11 years, fighting in kuwait, iraq and afghanistan. he decided while blocking a doorway to shield others. staff sergeant rodriguez served for 20 years and hoped to enjoy retirement at the end of this year. sergeant timothy owens, 37 years old served in kuwait and iraq and whose uncle called him an honourab honourable individual. the life of these soldiers is a heavy weight on this community. less than five years ago 2009, major nidal hasan committed the worse mass killing on an army installation when he killed 13 people. churches in the area are painfully used to this kind of memorial and wonder why it is happening to them. one pastor says that the community is in disbelief that the scene of violence again unfolded. >> our hearts are broken, our community is hurt
