vice chair heinicke, did you have any comments or questions? >> vice chairman heinicke: well, i find this project exciting on many levels, and my thanksz to everybody involved in the presentations and all the hard work. keeping in mind about the limits on our jurisdiction, i'll focus on the transportation part -- thank you, director torres. so very impressive program. i'm definitely swayed by the fact that the giants have been such a wonderful planning partner. compliments to you all there, and i'm just excited to see this come into play at a time when we're going to be enhancing subway there, at a time when we're going to have some more options, hopefully on market street to improve transit as a feeder artery to that subway and others, so i think that's a great project, and i really commend you as an organization for what you've done in organizing transit around the city and around the stadium in particular, and i'm really excited to see this project roll forward and it has my complete support. director heinicke said everything i wanted to say

malcolm heinicke last time said it should be increased to 400,000. that is 100% wrong. first of all, 2,000 cabs moving in the city out of 2,000 cabs there are 300 cabs sitting in yellow right now, which are already abolished and the name and numbers taken out. they're hardly 250,000 miles. so i like to say the same issues. people don't want to drive a car, which is more than 300,000 miles and the roads of san francisco especially terrible. so based on that, going to 425, why? the person who has been 100 get fees is still paying $100 get fees and big cab companies. what is not much used car the wrong idea. the thing is, when one cab is taken out by one driver today, the next day another driver, the next day another driver, it is the same cab up to 300,000 miles goes to the 10 different hand, maybe not double but still going to different hand. 425 will be a disastrously bad car on the road for public and for the driver to pay 100. he should be paying $60, $70 and it's ok, not otherwise. >> mark grewburg. >> yes, mark in support of the change to 425,000 miles. it's true th

i think that when we have chair heinicke back, that will be helpful. strategic use of that is very important. i was wondering, i don't remember when that ballot measure went through, how it was -- i'm sorry -- i'm confusing my fund balance. fund balance i am in use of the strategic use. the population growth fund, i don't remember when that ballot measure went through. what it was state thad the funds would be for? was it stated they would just go into sfmta? it would be lumped in with the general fund? >> it's calculated separate, so now we get our allocation from the general fund and then the supplement that comes from prop b. the prop b legislation required that 75% of the funds go for transit. and 25% go for streets. it does give us flexibility between capital and operating how those are used. last time we used it fully for capital. but again, because of the population growth is driving some of our operational needs, i think it's reasonable to consider using part of it for operational needs. you see that the capital revenues are lower than they've
