heidi heitkamp even saying this is moving at warp speed, she said minute to minute. but the read they got based on the conversation that harry reid and mitch mcconnell had according to them was pretty optimistic. earlier, harry reid had walked out of mitch mcconnell's office and swarmed by reporters including myself. and he also sounded like it's possible that they could be working closer to a deal. he said that maybe they could even get something together by the time the leaders go to the white house, which will be a 3:00 meeting with president obama and the four top leaders. these democratic senators who we just spoke to moments ago said that doesn't sound like it's possible but perhaps this white house meeting could be the place where they finalize things and work things out. things are happening very rapidly. now, the obvious question is, what are they discussing? my understanding from democratic sources is that harry reid went into the meeting with mitch mcconnell offering broadly to fund the government till close to the end of the year, mid-december, and to ext

senator kirk, senator heidi heitkamp, senator jeff flake, senator joe donnelly, senator jeanne shaheen. it was a wonderful group of people united by our determination to demonstrate that we could compromise, we could govern, we could bring an end to this impasse and do it in a way that was worthy of this great country and our constituents. we worked together over and over. there were a lot of tough decisions to be made, a lot of lengthy negotiations, and we came up with a plan which we presented to our two leaders, senator reid and senator mcconnell. not all elements of our plan were incorporated by the leaders but i think that they would say that they built on our work and did, indeed, take some of our provisions verbatim. i continue to believe that our plan was a great path forward but i am pleased that it waived the way to what i hope will be a solution to the impasse that we -- that we have been facing. that has been so unfair to the american people and has hurt so many people. and, madam president, i think it's important for us to remember that the damage goes beyond the hundreds

democratic senator heidi heitkamp is with us. appreciate you taking the time. what can you tell us about what's in the current deal? these dates seem to be the fundamental pieces that we have. the government stays hope until january 15th. what else can you tell us? >> i think when you look at the whole package there's not a lot resolved. there's still a lot of wordsmithing going on, details, the devil's always in the details. the parameters are doing three important things, opening up government, extending the debt limit and setting a framework for a broader deal into the future without making that too far into the future so that we can begin immediately to deal with debt and deficit issues that i think are bipartisan concern. >> so how close to done is this deal? say you get this through the senate, then you'd have to go through the house. you know, i'm nervous to say there's a deal, because they've fallen apart time and time again. are you confident? >> well, i'm confident that we've made the case that we can't default on the debt. and that date is on thursda

voted 18 times to go to a budget conference, to have a debate about what senator shaheen and senator heitkamp said about the issues that are affecting us. our 10 year outlook, our debt burden that we are carrying, the challenge to the economy. the first step is for the tea party to stop their tea party and open the government. step two is to go to a budget conference. that is what we are here to say. this is not a game. in their effort to hurt the government, which they have said is their point, they do want to hurt the government, but they are very confused about what the government is. small businesses and private sector companies are partners with the government. in their attempt to hurt the government, they are hurting millions and millions of small businesses. as one of the speakers said, even when the government comes back to work, which one day i am assuming we will since we are the greatest in the world, not perfect but the greatest in the world, while the government employees may get their paychecks, these businesses might not be there. if they miss payroll or default they are gone.

heitkamp: october 1 was a significant day. two things happened to the constituents of my state. the first we talk a lot about here, and that is basically the shutdown of government, the failure to pass a continuing resolution that would keep the doors of government open for the thousands and thousands of americans and north dakotans who depend on government services. that horrible impact continues to have horrible impact, continues to have consequences that people didn't really foresee, but the second thing that happened that hasn't gotten a lot of attention is the expiration of a long-term farm bill. we had been negotiating this body in a large bipartisan vote was able to accommodate the concerns, come together, negotiate, come up with a package that had real reform, eliminated direct payments, did real reform in the snap program, streamlined conservation programs and basically offered $25 billion of debt relief to the country. great package, sent it over to the house, waited for the house to pass their farm bill, initially couldn't pass a farm bill. then they decided to divide

that's why i worked with senators hoeven and heitkamp and i led the amendment to provide additional resources for critical priorities in the farm bill, including research, something the madam president knows something about from the university of wisconsin, as well as rural development, conservation, and energy. our provision funds the new nonprofit foundation, the foundation for food and agricultural research, to leverage private funding with the federal match to support agricultural research. it provides additional funds to address the $3.2 billion backlog of water and waste water projects in rural america. you can't go to are a region of any state in rural america without hearing about this backlog of rural waste water and water projects and this amendment that we passed helps with that. it also increases funding for regional approach to conservation to address a variety of challenges including the flooding that we saw in the red river value lymph the provision also add an additional $1 radio million to the energy title to help farmers, ranchers, and rural businesses produce homegrown ener
