president, i would turn the floor back to my colleague, senator heitkamp. ms. heitcamp: my great thanks to my colleague from north dakota, senator hoeven, who i know, as we sat quietly in the hockey areiarena that jason lovo etch, we felt the plain of so many, including literally the hundreds of thousands of north dakotans who watched the broadcast of the funeral but also listened on the radio. on the evening of wednesday, february 10, officer jason moszer did what so many police officers do on a daily basis. he went towards the danger. he answered the call to serve and protect the citizens of fargo, north dakota. jason and the other officers that responded to that initial call knew they were encountering a dangerous situation. the domestic violence call that brought them there that evening had mentioned that there might be a firearm involved. yet those officers did not hesitate. a short time later, shots rang out and then those words, those words that will never be forgotten by his fellow officers were heard, "officer down." yet even in the darkest of hours, t

i want to ask a question about senator heitkamp's views on cost-benefit. lot of us are concerned about these efforts on cost-benefit analysis and whether it could take us as a nation. i recall as you do, and we talked about this before, when the president, when the president signed dodd-frank that leading financial services lobbyist in his counted its halftime. that was, sounded an alarm to a lot of us that we never they were going to do, wall street was going to do everything possible to slow walk i in july and lobbying push back against any of the dodd-frank implementation that we all cared about and that, the recently passed by frank. this will cost-benefit analysis idea, frankly, not questioning anybody's motors, particularly senator heitkamp's, is the best way to we can dodd-frank and actually kind of a dream of wall street to keep this slow walk going and slow it down even more. it's not just financial regulation, and you don't good work. i wish the fed and the past have done more, but generally regulars are trying. i think this will undercut your ef

support for carbon capture and utilization storage technologies thanks to an idea from senators heitkampapito, booker, whitehouse, manchin, blunt and franken. and we have reaffirmed the need for consistent federal policies that recognize the carbon neutrality of forest biomass. this was an effort that was championed by senators collins, klobuchar, ayotte, king, franken, daines, crapo and risch. you don't often see, mr. president, these large groups of senators coming together in a way that we have seen on this bill. some would look at the names that i just read off and say i didn't know they had anything to work on. but these issues have brought them together. this has truly been a team effort with members reaching out to one another, lining up behind each other's ideas, working with senator cantwell and i to ensure their adoption. and the best proof of that is simple review of our bill. right now the energy policy modernization act includes priorities sponsored or cosponsored by at least 62 members of the senate. when was the last time we saw that level of cooperation and collaboration?
