let me begin by saying to helen, helen, this is a marvelous book. you should be very proud of your accomplishment here. i can sum up its virtues as follows. it is exceedingly well researched. it is impressive accurate about the intricate body of constitutional cases and doctrines that it discusses. it is theoretically sensitive and insightful and it is beautifully and above all, clearly written. notice i put the emphasis on clearly, even above the beauty of the prose, and i think you will agree or at least i would like you to know that the clarity of the book is manifested here in the clarity of professor knowles' presentation to you. she writes as clearly as she speaks. now, while the subject of this book is justice kennedy's jurisprudence, to examine this, helen was forced to explain to readers the complexity of constitutional decisions governing such topics ration the first amendment, the due process clause and the equal protection clause. if you are simply looking for a book that excessively explained the substance of this body of constitutional

yesterday a grand jury reindicted councilwoman helen holton and john paterakis. today the attention is back on baltimore city mayor sheila dixon. all along the state prosecutor said the mayor failed to disclose gifts that she received from ronald lipscomb. elected officials have to file disclosure forms. and the prosecutors say the forms dixon filled out in 2004 did not include several expensive gifts from lipscomb who she was dating at the time that led to a charge that is called perjury by affidavit. earlier this summer a judge dropped the charges against the mayor, but she was also charged with stealing gift cards that were donated by lipscomb and another developer intended for needy families. the charges were never dropped, but now the prosecutor has refiled them as well. in essence, the mayor has been recharged with everything. she is basically back to where she was in january. ronald lipscomb has already agreed to a plea deal. he has to cooperate with prosecutors, even if that means testifying against the mayor. the professor at the baltimore school of law

cut a deal last month when he admitted to making an improper campaign contribution to councilwoman helen holton. prosecutors dropped more serious bribery charges against him. the new perjury charges against dixon are similar to the ones that were dismissed by a judge to two months ago. the judge ruled that they mistakenly relied on her voting record the first time around. this indictment makes no mention of the votes. the theft charges repeated allegations that she stole gift cards that were donated to the city for needy families. again, there are new details provided by naming names. howard dixon is the one who bought a playstation with donated gift cards, but used the mayor's home address and phone number. they are not related. howard dixon, as we have reported, is the driver who allegedly took $4,000 cash from the mayor, put it in his bank account, and, at her request, used it to make the payment on her american express card. one of dixon's lawyers call that a regurgitation of the old and contains the same legal flaws. this could push back her trial date scheduled for early september.

. >> that was helen holton in may after a judge dismissed bribery charges against her, claiming legislative immunity. now it is a new ball game. a grand jury filed criminal charges for the same issue. according to the indictment, the charges have to do with the $12,500 payment is made to holton. the indictment said she met with a developer and requested they pay for the survey. they agreed, and lipscomb paid the company in full, and according to the report pat irakus made the payment. according to law, the payment should have gone to the finance entity so it could be properly reported. >> they have given additional information based on other evidence. >> a political expert says it appears this time around prosecutors may have a better case. last month he pleaded guilty to violating campaign finance laws and is cooperating with the state. what remains to be seen is what effect the new charges could have on the mayor. >> if they say -- if they have the same revelation, she could be indicted as well, but it is not clear how that could affect the ultimate result. >> the mayor told us no comment
