they helsinki commission was requested to be there as a monitor to make sure the elections were free and fair and make sure there would be a measure of respectability and parted and credibility visited upon the person who won this election. at that time, it was not known who was likely to win. i remember growing up in there and speaking to people in the government and the ukraine. we had just one room before passed a bill in the house of representatives to provide a billion dollars worth of emergency moneys to ukraine. vladimir beeton recounted and said our natural gas bill went up $1 billion. that is the pressure that that new government, formed by its people that resisted some of the problems they had in their government. they did that democratic thing and elected a new president. and this is the kind of pressure they are under. i traveled back to ukrainian in november because they had their parliamentary election. they affiliated much more strongly with europe than with russia, the previous soviet union. we seem that has happened since then. last april russia reestablished itself
