heminger: thank you. i don't know how valuable it would be to try to go item by item. i didn't come prepared with specific language. i appreciate director lai has. let me just say, they say that the first step in fixing a problem is onto acknowledge that you have one. what strikes me about these responses is they are very defensive in nature and they read like an agency that's in denial that it has a problem. i am fully prepared to acknowledge that i think the grand jury got it wrong in some instances of their criticism. i believe the staff has taken some of those recommendations to heart already and is applying them out in the field. generally with much smaller projects than the ones that we've had trouble with recently. i do read this report together with the financial problems we've had with the central subway, the performance quality problems we had the eureka curve. there's accumulation of evidence that suggest we got some reforms to make in the delivery of capital projects. i was going to suggest to

thank you, chair. >> thank you. >> director heminger: thank you, madame chair.ean, i first wanted to thank you for sending me the chart that basically listed all the routes out and their current levels of ridership. and i think it was fy20 and 21. i would encourage you to distribute that to my colleagues, because i think it's great information that would be helpful for all of them to see. i had a couple of questions and then i've got some things to say time permitting at the end of this. the first question is, when you strip down the system after covid struck and created what you called the core network, what criteria did you use? >> great question. so we had really four criteria that we utilized to make that initial jump to the core network. one, if you recall -- and this goes back a ways, so you might not recall -- there was about a two-week period where the mayor had implemented or instituted her stay-at-home order that we continued to run full service. so, we had all of our buses out there in operation. we had all of the trains going for about two weeks and

i and monique mouda and steve heminger have been exploring caltrain governance changes which accompanied our resolution to put measure rr on the ballot. another j.p.b. governance special meeting is this thursday at 9:00 a.m. i do want to add that members of the sam trans board and leaders in san mateo county have been doing everything they can to undermine the process and demonstrated that they never wanted equity and participation in the j.p.b. counties. we as a board also recently approved caltrain measure rr bond financing. as far as bay area air quality management district, at our july 21 meeting, we adopted amendments to regulation [inaudible] petroleum refineries. the rule is now the most health protective and stringent of its kind in the country. we also have the meeting of our community about planning to address goals of a.b. 617, which focuses to reduce exposure in communities most impacted by air pollution. communities are working together to develop and implement new strategies to reduce air pollution and reduce impacts, and we also have a meeting with the air quality manageme
