ace pitcher dave stewart and basketball hall of famer gary payton. >> looking outside this morning, things are pretty calm out there. not a lot of movement on the flag there at the embarcadero and were actually pretty quiet this morning ahead of what will be a return of some heavier rainfall this afternoon. you can see it well to the north of us. as for the bay area itself, just a few scattered sprinkles through the morning. those spots of light green showing up on the map are spots where you may see a drop of water too. a few of those areas have been right around at the mount diablo highway. 24 around the caldecott tunnel. but nothing really out there to interrupt your morning commute, too terribly much. it'll take a long time for this rain to work back into the picture. here's noon time today. at this point you'll see rainfall north of santa rosa still fairly quiet for the rest of us. here we go for 05:00pm today. middle of the evening commute. if you are driving up consumer in sonoma and napa counties expect some wet conditions up that way, but still fairly dry for the start of your evening commute for the rest of the bay area. it's really after that after the sun goes down tonight that we see rainfall pushing back in for more and more of us and overnight tonight, we will have some heavy rain and even some strong winds along with it too. so that is absolutely something to plan around. if you are going to be about tonight into tomorrow morning. that's when the atmospheric river dives back stays with us through your tuesday. now, wednesday, we will get some afternoon sunshine before thursday. things pick back up again. one last push of heavier rain in good mountain snow before we actually dry out really nicely this weekend, saturday and sunday bringing with it a little bit of sunshine. today's rainfall, most significant up north as going to take so long for those showers to pass further southward. but tomorrow is going to be the rainy day for all of us across the day, one to 2 inches of additional rainfall across the bay area will see even more on top of that into thursday with all this moisture and already saturated soils. we do have flood watches in effect through 04:00am on wednesday across the bay area. i would be the surprise to see these extended later in the week. we also have winter storm warnings up in the sierra nevada through 10:00am on wednesday. multiple feet of snowfall at the crest of the sierra. and that is excellent news because january did not bring it for us. so we got some catch-up work to do now anywhere between 2 to 3 feet at those very highest of elevations above 9,000 feet, while closer to a foot of snowfall. and most of our resort areas, which is still very good news, getting some extra snow 60's for your daytime highs for most of us today. and a look ahead. does show those temperatures remaining steady into tomorrow. tomorrow bringing rain and wind with it wednesday. a few morning sprinkles before afternoon sun rain kicks back up into thursday before a break into the weekend. >> it's not a trick of the roads this morning as starting off with the bay bridge toll plaza camera where we do have some high winds. there's a warning for that on the bay bridge this morning. you'll see that across a lot of the bridges right around that area as the golden gate bridge, the carquinez bridge youve got a lot of that wind activity kind of blowing you around as you make your way across the bay. it's about 13 minute commute, though, from oakland in the san francisco on the bay bridge. hey, we're just san mateo across the san mateo bridge, about 13 minute drive for you there. so not bad for you this morning. pretty simple drive on this monday. westbound 5.80, across the richmond, sandra fell bridge about 8 minutes. you're making good time. not really slowing down here at the toll plaza. so all in all, not bad. and then our last check the 101 right southbound across the golden gate bridge that stretch from nevada to the toll plaza is about 20 minutes this morning. so you're driving at the limit. >> the san francisco spca is working to curb a rise in part cases. >> among dogs in the tenderloin, they're going to be hosting the first of 2 free health clinics today. part is highly contagious and it can be deadly if dogs get it, it's a virus spread through contaminated droppings. the spca says part can be prevented with a vaccine. that's why the running these clinics today and then again on march 3rd, you can go to the golden gate greenway on golden counties. once you get up towards the oregon border, that's where you really start to see that snow fall. it is going to be until late afternoon before most of this reaches our direction. so we've actually got a really nice favorable day, a bit of a cloudy and cool one but still better and drier than we were over the weekend. 50's for our current temperatures for most areas. pretty mild. start that to deal with 2 as you're crossing that span. not so much here at san mateo bridge. that stretch of 90 two's about 14 minutes. we've got a quick look here at the richmond. sandra fell where traffic is building slightly, but not bad. just 10 minutes to get from richmond out towards sandra fell. and for those in marin county looking to get into san francisco on southbound 1, 1, it's a 21 minute ride from the battle down to the toll pl za. >> 6.31 right now and our top story, officials with the martinez refinery companies say that a hydrocarbon leak was the cause of saturday's big fired. see all the smoke is that fire put up to workers that were conducting planned maintenance, actually notice that leak they were able to evacuate. >> before everything caught fire the flames broke out during the flaring, which was a planned flaring over the weekend. a health advisory is in place still this morning. now in martinez, parts of pacheco and clyde as well. the fire is out. so that's good. but the damage from the smoke em and you can all of that smoke, they're still determining what the long-term damage. yeah, but this isn't the first time as we know that we've had major issues out of that refinery of crawford's jacmel. that takes a closer look. >> it's been a little over a year since a class action lawsuit was announced against the refinery here over its role releasing toxic particulate matter into several communities nearby in the martinez area. now, if the class action lawsuit is ruled in the plaintiffs favor that the refinery will have to pay for any future medical expenses, accrued by members of the community impacted by the talk you. >> a powerful gas shooting out of the smokestack on sunday. with just a day ago. it was highly pressurized to fire all ties for that for the destruction in this incident that is causing the community and the concern teen as we find every officials urging residents, they will look into the cause of the fire that burned for 10 hours. but with an air quality alert, still in effect, as you can see, the flames. >> it looked like it was close enough that. it could get into the houses here. but this isn't the first time the refinery has encountered issues. this neighbor tells us he smelled gas at least a couple times a week. so i wake up to 2 or 3. and i'll smell of the mayor of a class action lawsuit is looking to get any potential medical expenses for martinez residents completely paid for by the refinery. the refinery seems to have an issue with repeated events of this tight attorney blair kittle is on the team prosecuting the refinery and says not only should the refinery pay for medical expenses, they should also be investigated. think that perhaps maybe the government should be stepping up to do additional investigation because, you know, perhaps we don't want to be relying on the entity that caused the contamination to actually be the one doing the investigation on the back in 2022. to be fine to be released 20 to 24 tons of a burned catalyst into the air spreading toxic particulate throughout the neighborhood. and we've been very lucky up until this fire that there have not been. >> significant incidents is the refinery has made some major improvements as well as agencies have issued a whole variety of violations that they have been acting on since that time. martinez mayor brianne zorn says the district attorney may put a penalty on the refinery. >> based on the spill from 3 years ago, anticipate that coming at some point. hopefully this year. >> now we did reach out to martinez, refinery officials about any word they have on this ongoing lawsuit. they told us they can't comment on any pending litigation. and of course, that now that the fire is very much under control now begins the process of investigating the cause of it. reporting here at martinez jacmel. but kron 4 news. >> 6.35 is the time a man is in jail this morning after police say they found guns and drugs and drug paraphernalia inside of his home saturday night in santa rosa officers executed a probation search on the suspect's home on cleveland avenue and they say that's where they found the 3 outstanding warrants and they recovered a handgun. the one you see there on the screen, along with the drugs and the drug paraphernalia, the suspect now facing several felony charges. 2 men accused of selling drugs in san francisco. tenderloin are now facing multiple felony charges. police arrested them after witnessing a drug deal on eddy street. in fact, they say a minor was involved in that sale. police uncovered fentanyl, cocaine and heroin when they arrested those 2 men. this was all last month. district attorney brooke jenkins says her office will be holding the accused drug dealers accountable, especially those who exploit minors in those illegal trades. >> police in san francisco are looking for whoever assaulted a man with a metal pipe. and that happened on 24th and bryant streets last month. witnesses saw the victim and the other man get into an argument that became physical and then hit the other guy with a pipe. the victim made a post on x about it, saying that the attack was completely random. san francisco mayor daniel lurie, name public safety. his number one priority on saturday. we have an interview with the re-elected sheriff paul miyamoto on what he is doing. >> you know, we've had our operation safe streets going out for a few years. we've been focused and drug market areas identified in our work with the mac. we're now expanding that out into other the mayor has been interested in creating a welcome quarter for business for tourists. we're also working on 6th street in our efforts. it's really just trying to get out there. and one thing about enforcement efforts, it's not just about arresting people. it's also about getting people help getting people housing, people to services and so that's why it's a collaborative effort to make sure people don't think that we're just trying to arrest our way out of this issue because we're not we're trying to get people to places they need to be to become better. >> for more information and
