joining me is jim mathison who did not go along with henry waxman's plan. congressman, why not? >> well, while some progress is made on the bill, i still have just some fundamental concerns about the structure of the bill. i am not comfortable with the public plan, the way it is set up. i think there are different ways of going about this. the senate finance committee bill, for example, has a different way of doing it. i just think we need to talk about some different ways of doing this. >neil: the four ultimately went along, and the three who did not, including yourself. >> yes, this is something, again, in the intro, i heard you talk about how there are three bills going on. it has not really been flushed out in the senate. it is at a conceptual level. i think it merits consideration. it gets it out of the hands of washington, d.c., and out of the hands of the government, quite frankly. it would be a co-op just what we have in the state of wisconsin. i think that is a model we have to take a look at. neil: is it your fear that the government would get involved? when eventually

the chairman of the third panel, the very liberal member from california, democrat henry waxman. his panel has reached a deal with the blue dogs. that means three out of all three of these house committees will soon have their version of health-care reform out of their committee and ready for consideration. on the senate side, the senate finance committee is trying to become the second of two committees on the senate side. they are not close to ideal, despite some pronouncements by the chairman of the finance committee, the democrat max baucus of montana. he said he has just received a good rating on the version of the bill that he wants to see passed from the congressional budget office, which is the neutral umpire and referee. the big picture here is that we now have an agreement on the third of the three panels of the house. there's still no agreement on the second of the two panels on the senate side. martha: we are taking a live shot of president obama. he has been getting out there and tell him to people about the health care plan to he must be pleased. the white house was

>> you heard henry waxman say half an hour ago that he thinks this bill will come out sometime today. there was forward movement on the committee level, with the chairman saying that there's a deal between two wings of the party. earlier this week, blue dog democrats were using their influence, trying to get some concessions from the leadership. the liberal democrats came back and said there had been too much compromise by the leadership and were particularly concerned about this public option being perhaps too watered-down. but again, chairman waxman is a saying the agreement today will restore subsidies for low and middle income americans to get health insurance, and they are continuing to markup through the day. again, the chairman says the bill might pass the committee by the end of the day, giving the democrats some forward momentum on this health care issue. rick: the markup is where the committee writes the bill and put it down on paper, debating its merits and making changes. that is a lawmaker from illinois. moving from house to the senate, are there any developments on that

henry waxman of california was able to bring four of them across the finish line. the way that the deal is right now, it, scot cut costs on rural hospitals and makes the public option optional. the three losers here -- one of them thinks this is not going far enough. the democratic leadership say there will be no vote on the health care reform bill until september. rick: the big question has always been, how do we pay for it. does this go toward answering that question at all? >> that is one of the biggest questions. one of the areas that mike ross, the head of the blue dog democrats, he said this cuts the cost of the bill by $100 billion. some of that comes from savings, but there's always tax consequences. if they cut out $100 billion, that is 10% of the cost of the bill, which is slated at $1 trillion or so. rick: a lot of people are concerned that there is some sort of the mandate were the small business owners have to provide health insurance, it might keep them from being unable to expand their business. >> that was one of the things that mike ross addressed.

henry waxman of california has been getting an earful from republicans who have been proposing a series of amendments. he also has been hearing from liberals saying that he gave away too much to the blue dog democrats. we spoke to one of them. >> there was a move to accommodate the blue dog democrats. i think that was something that they felt that they needed to do in order to get the bill out of committee. some of us are pushing back. there are some things that we would like to see in the bill and we think that we can achieve some of these things with cost savings. we do not apparently have the ability to do that. >> the reason why, he added, is because chairman waxman has presented this as take it or leave it. shepard: we keep hearing so much out of the house side, but not out of the senate. what is going on over there? >> complete deadlock on the senate side. they have this gang of six, three members who are democrats and three members who are republicans. they are leading negotiations on the senate side to craft its version of health care. one of those members, republican mike enzi

last night the blue dogs, the most conservative democrats in the house, and chairman henry waxman ofhe energy and commerce committee had a meeting that lasted into the evening. the broker for food. -- they broke for food, but there is no deal at this point. the most the blue dogs are satisfied they say -- unless they're satisfied, they will not go for this. they need to be on board because they are strong. right now everything is kind of stuck in the energy and commerce committee while negotiations and -- rahm emmanuel was their last night. but there are many people horsetrading. they hope on the house side to get a bill marked up and out of this committee by the recess. the house has the recess happening this week, and for the senate it will be august 7. host: what do you hear from each party about the likelihood that of the bill getting out of the committee and going to the house floor? in some of the reporting, on the one hand speaker nancy pelosi's and the democrats have a perspective, and of course the republicans have a different perspective. it is hard to know how much is poli
