next speaker, please. >> herbert winer followed by matt prezena. >> herbert winer. when i last testified, i expressed my concern that the transit riders union, the bicycle coalition, vision zero has more political power than the average citizen. my concern is that we should have at least parity when we bargain for a new transportation plan. now, it's been pointed out that the seniors are going to be a significant population in san francisco in 20 years. my concern is they're going to have to walk a quarter of a mile to the bus stop. some won't be able to do so. they have fractured hips. they're on oxygen. they have all sorts of conditions that preclude this. something has to be done to address this. so that's one problem i'm presenting. the other problem is that bicyclists are legally riding on the sidewalk. they should be cited. now, it's been stated that the police have the function of citing and not the mta personnel. now, i'm wondering if a car goes through the intersection illegally, can they be cited by mta personnel, by the dpt? if they can be cited, then bic
