what happened here? >> lately the predictions have been way off as far as what analysts expect and what they get. this month we learned in january jobs increased in the country by 36,000. the unemployment rate in the meantime, dipped all the way down to 9%. no one expected to see something like that. you look beyond the number and you see that maybe it's not as good as people thought. >> how does this happen? allow do you get so few jobs added this month but you see such a fall in the unemployment number like that? >> a couple of things. first off, weather. weather can be a factor here because people don't go to work and don't necessarily get counted in the employment numbers. another big factor and one the economists point to when they say this number is really more negative than it is positive is the fact that people drop out of looking for work. when they stay out unemployed for months after months some people lose hope they lose faith and they stop their job search. as a result, they don't get counte

we should have been here a decade ago.ad the great privilege of just getting back a couple days ago from the world's economic forum in suite err land. it was an extraordinary experience for the first time in the 3 or 4 years that i've been here, there was no snow up in the alps. it was completely green as if we were there in the summertime and what a back drop for a discussion about global climate change. in stark contrast to just a couple years ago when there were just a few panels like this on the topic. now, overwhelmingly, the consensus is we have got a crisis of extraordinary proportions and we need leadership not just to identify the obvious, but to act locally. indeed, that's the spirit of this conference. it's one thing to talk about ideals; it's another to manifest them. we have got to provide each other best practices. we gotta provide each other specific examples to aggressively address the reality of global warming. now, that reality is such that we are so focused on talking about what could happen if we contin

i'm very honored that they are here. the supervisors are here. they were here to celebrate their extraordinary journey and their success. there was a pause that allowed the chief to come down and we were able to have that final conversation about district attorney. as i was listening to him, it became clear to me that he was the choice. he did not know that. he was giving me some good advice. he did not know how good the advice was. he started talking to me about what he thinks we need to be doing in terms of the direction of the city and the work he has been doing and the special relationship he has had with the district attorney's office. a lot of that has been well publicized. a lot of that has been behind the scenes. of course, we talk about the crime labs and the dna labs. we talked about the insurance division and other things. we talked about civil rights and all the great work we've done in san francisco. difficult issues. we've had a chance to get to know each other in his capacity as police chief. i appreciate his understanding. i have

here's the process that we have gone through here. when we look at a sign we look at its physical characteristics, its height, size, orientation. we make sure it's consistent with the permit or that it has a permit in the first place. if not we issue a notice of violation. it carries a 30-day window during which time a violation must be abated or a request for reconsideration must be filed. this is essentially an appeal of the notice of violation. it's right before an administrative law judge rather than before this body or the board of appeals or the board of supervisors. should no request be filed and no action taken to abate the violation penalties begin to accrue. these penalties do add up quickly. for example an unauthorized sign larger than 500 square feet will have a daily penalty of $2,500. moving on to talk about this year's progress and really what we've found, i said earlier we have processed 100% of the roughly 1,700 signs in san francisco. commissioners, the top half of this pie chart, the different shades of green compri

here in the u.s. and tonight we have a big story out of florida related to that. this is about a natural disaster, assisted by mankind that is threatening a great american industry, the citrus crop, a huge component of the florida economy. and it's spreading. as you're about to see, while this is affecting agriculture, it's related to the economy and the housing crisis. nbc's mark potter has our report tonight from lakeland, florida. >> reporter: in central florida, citrus is huge. a $9 billion a year industry with 76,000 jobs. but now that industry is threatened by something growers can barely see. >> it can kill trees in up to two years. i'll tell you what, growers are worried. >> reporter: the disease is called citrus greening. it disfigures the leaves, chokes off nutrients and makes the fruit inedible. >> it is the most serious issue we have ever faced. >> reporter: it is spread by this tiny insect, the asian citrus psyllid, which arrived in florida 13 years ago. scientists discovered the disease
