let's go to the "closing bell" with kelly evans. >>> welcome to our special coverage here on cnbc of the outage on wall street. trading coming to a close after being halted here for more than 3 hours today. here's how we're finishing up the session which saw quite a bit of volatility and the volume here only returning really on the close. the dow going out with a decline of 259 points. that is a decline of about 1.5% with a cyclical part of the market hurt the most. the s&p down 35 and the nasdaq down 85 points. >> a lot of selling o inging on the close. we were holding steady for quite some time. especially after we opened at 3:10 eastern. and a lot of that selling came in in the last minute. the nasdaq down 1.75%, 87-point drop. we haven't shown you any other index, but even with oil prices down today, the transportation stocks were down sharply today. that continues a trend that's been going on for a while now, as well. >> and joining us right now for more michael santoli and our own sue herrera. first to you, mike 3 1/2-hour outage today what have we learned? >> what's your lead?

say hello at intelligent.schwab.com >> good morning and welcome back to squawk box here on cnbc. ew is off today. today's top story, germany is voting on that bailout for greece. german chancellor angela merkel speaking earlier this morning. she said trust has been lost in greece. but argued germany wants to keep greece in the euro zone despite it's political differences. merkel argues that there can't be a hair cut in the euro zone. the german parliament is debating the reform for aid package for greece now and is expected to vote within the next hour or so. >> in other headlines this morning the imf head is reiterating her relief that the country needs some sort of debt relief. the ecb has increased liquidity assistance to greek banks and they're expected to reopen on monday. meantime in athens prime minister tsipras is expected to reshuffle his cabinet. there was a rebellion over the vote to improve measures. even the imf is saying does it matter whether you call it a restructuring or reformulation or hair cut? it's the all the same thing if you extend and pretend. as expected

." >>> welcome back to "squawk box" here on cnbc, first in business worldwide.e some exxon numbers that we want to bring to you quickly. if the dollar is clean, it's below, law 1.11 is the estimate that people were looking for. it was $4.2 billion is what the company earned in the second quarter, and i think earlier in the discussion i was having with you, eric we were talking about when companies make a lot of money, you think you can amore advertise it forever into the future. exxon used to earn $10 billion in a quarter. this is 4.2 billion, so earnings do go up and do go now, as we know, but that is the number. revenue i have 74 which is above the expectation of 73.803 as we always do with exxon, and there are people who know exactly what they're looking for for upstream and downstream but the upstream number is a loss in the u.s. the second quarter upstream number is a loss of 47 million. that's -- and here's what the company says it's a higher downstream and chemical earnings were more than offset by the weaker upstream realizations and lower asset manageme
