and mr herrera alluded to this at the start. we expect that a rejection of our rights would lead to a downgrade in our credit rating. this would have severe consequences. as you know the bulk of our $8.8 billion capital plan is financed by death. our credit rating would mean higher interest rates on our bonds, which would make every capital project more expensive. i'll provide more detail on this as well. so firstly, the direct impact of rejecting our rates. all rates cover our costs. if we run down our reserves and can't cover our costs, we become insolvent. alright increases are also designed to keep us in a financially stable position, meeting our fund balance reserve policy and meeting our debt coverage ratios required by our bond covenants. this is not only fiscally prudent for our financial sustainability but also necessary to maintain across strong and stable credit rating to keep borrowing cast down. as you know, this year, we kept rates flat. we ran the numbers on what would happen if we kept rates flat for one addition
