most people feel that hetch hetchy has all the money in the world. that is not the case. they only earn about -- a certain amount of revenue based on power sales. subsidizes the general fund to the tune of $25 million a year. so the money pays for everything -- maintaining water, pays for programs like solar and other things. it pays for energy programs in san francisco. so we have been having some difficulties the last few years. last year, we haven't unbalanced capital plan. this year, we tried to balance it much more closely. you will notice on this slide that even with doing that, by year 2014-2015, we are projecting that had she will run out of money, and if it does, all of this stops. -- that hetch hetchy will run out of money. there is no program for any validation of lighting and emergency things, and the city facilities were general fund apartments because there is no money left. we are trying to make appropriate and decent decision so that the hetch hetchy system continues to survive. this snapshot shows you that even with very low increases in operations and tr

hetch hetchy is not able to spend money on those things. there would have to be a nexus for why hetch hetchy is able to spend money on these programs. supervisor chiu: ok. thank you very much. supervisor chu: thank you, supervisor chiu. why don't we go to the budget analyst report? >> our recommendations begin or are summarized on page 7 of the report. recommendations are on pages eight through 19. let me mention that we have worked with mr. harrington this morning at this meeting. my understanding is that we have reached agreement and we have made three changes. let me review the changes for you. on page 9 of our report, we have a recommendation for air travel -- a reduction of $3,500. we are revising that to increase to 45 under dollars, a $1,000 increase for what we had both in fiscal year 2011-2012 and 2012- 12013. we are withdrawing two recommendations. training of $9,000 in fiscal year 11-12 and training of $15,000 in 12-13. we are withdrawing our recommendation on membership fees at $10,000 and that is for both fiscal year 2011-2012

slide four just what a heck of a good deal we have on water in the bay area and also from the hetch hetchy water system. the dark blue bar shows the cost of the gallon of water, and as proposed, if you go to fiscal year 2011, we are seen for the wholesale customer rate, that would be great if we charge countywide from hetch hetchy to the county line for the sale of water. that would mean we are going for a quarter of a penny per gallon to a third of a penny for a gallon. the percentage increase is still very large, but the total cost is very affordable. if you look at what the average cost this -- is once we've reached the sentences the county line -- the san francisco county line, it will cost two-thirds up a penny to have a pristine hetch hetchy water flow all the way from yosemite down through the pipes and come off the faucet of our customers. and that is two-thirds of a penny per gallon. as we completely turned the clock forward, we go to the far right hand part of that chart. you will see that once we had all the debt service come on line, we will still be one of the best deals in th

in addition to that, we need $31 million for the hetch hetchy water improvement project and $38 million, as you've seen in your annual budget, $38 million for local water mains. we project a bar when costs of 5% to 5.5%. we have requested a four-year term on the bonds. we will review the terms of the bonds and go through all the materials. this is a very large packet which is familiar to you. this is consistent with the previously-approved ordnances by the board of supervisors, and we will be going back to them as we go before them for our budget, also authorizing resolutions for capital funding for that program. the use of proceeds is summarize for you on slide four, and this shows that on average, in the far right column, 74 cents of every dollar goes to pay for the project be our building. the remainder goes to interest costs, debt service reserve, and a small amount for ensured cost, and also a very small amount to the revenue bond oversight committee and their auditing of our bond program. the forms of agreement are long, but they are very usual. the official statement goes through
