it is -- want to mention something about hetch hetchy. there is dialogue out there that some people are suggesting that we can tear down our hetch hetchy dam and still survive as a city. i want to let you know that as insane as that is, it is in fact, insane. [applause] there are going to be some leaders that approach you, suggests that tearing down the hetch hetchy is a good idea. they will grow pew into some discussion about water sustainability issues. but know this. not only do we have the cleanest water, not only have we spent serious amounts of money upgrading seismically the whole system to deliver that clean water, but it is also one of the strongest clean hydroelectric power sources infrastructure that any city across the country has ever had. i want to make sure you know that as this public dialogue begins and do not get misled on those discussions by people who will connect up something that we do want to have which is a good sustainability of water but not by tearing down our dam. finally, i want to end with a discussion about

from last year over the ability of having -- ability to have a stable revenue source for hetch hetchy. to put it into perspective, this building, city hall, this next year will pay as $27,000 for power. in the early part of the year for the first quarter, our budget for hetchy is off by $11 million. and that is because it did not rain as much as it normally does. we did not have as much water to create power. we did not sell as much power and we had to buy some. and the volatility of nature creates a swing of as much as $11 million in just one year. the stability of their rates will be very important as we move forward. major capital investments -- and you will see ease again. and the bond issue is there. also, the supplementals that are for you. >> we have about 20 major projects under construction right now about $2.5 billion for the first tunnel under the bay and then a new tunnel over in the hills of the east bay. a lot of work is going on out there. it is dramatic and we are still on target to finish those projects, virtually all of them in the next couple of years, the last one

on the hetch hetchy and wastewater capital programs, just a comment -- first of all, i appreciate the effort folks have put into getting all of the capital programs in a format that is familiar to the commission and the public and has proven itself in terms of providing a degree of accountability and transparency. it is currently a work in process. i would encourage you to continue with that. a couple of brief comments -- one is that the cover memos are still not calling out the items that deserve specific attention by the commission or members of the public, and i think that would be helpful. the second is that it is clear there is some difficulty in trying to take a reporting system design for a very neat and confine package of projects and applying that to a different and not as neat package of projects. i think that is going to require some different kinds of reporting, and i would encourage you to think that through in terms of what creates meaning in the reporting and also not hold slavishly to what the wsip reporting is doing. thank you for that effort, and i encourage you to k

in our situation, we are paying pg&e for power, but we're providing the electricity through our hetch hetchy system. we have a unique system. >supervisor wiener: in terms of what pg&e spends on maintenance, is that cover 100% by what the puc reimburses? >> i do not know the answer to that. perhaps pg&e does. supervisor wiener: since the puc is paying for the maintenance of streetlight pg&e that -- streetlights that pg&e owns, has the puc attempted to set maintenance standards? >> we have not attempted to set me and standards. it is our understanding that is the california public utility commission's responsibility. we have absolutely communicated and my streetlight staff communicates with the pg&e streetlights staff on a routine basis for the need for maintenance in the system and standard operational maintenance. supervisor wiener: there is a discrepancy in terms of the number of repaired and broken lights. it is not necessarily a significant difference in terms of the time it takes puc to repair its lights and pg&e. i wonder if you have had any effort to impose those meannes'' standards? >

greater than hetch hetchy. there's enough water in the system right now which is full for four years. that's a pretty long drop fully tapped our supply. >> a discussion of the use of the water bank is a longer discussion and we are going to have here but it is considered part of total storage and is not considered new and additional. it's not in addition to the 265 we do not have. i think you are right about conservation. that is it's always better not to use it and use it twice or once and it's cheaper if you have options to there. the question is whether we have saturated the market or not. on the unit costs, we continue to have some discussion. the chart that is out there is problematic in that it considers all water being equally value and that's not true. water in a wet year is not as valuable as a water -- as water in a dry year. i appreciate your comments and it will make it a rich discussion come the workshop. additional public comments? >> it does it make sense for water conservation to be part of this

i had the privilege of visiting hetch hetchy last weekend and the water is just pristina. here in san francisco, we enjoy one of the highest quality of water that any urban city can boast of. we do not need to have all the water at our facilities except for a few exceptions that we are aware of. because of fighting issues. we are talking about cutting the contract to bring in a bottle of water. i want to encourage the public to help us identify as many cost savings issues as possible. finally, you talk about the school closure days. i am afraid that is not strong enough. school closure days suggests that bad weather, schools closed. i would recommend what commissioner wynns has always called them, forced school closure days. i am looking at page 11 of the hard copy of the budget. in the budget book, it does not include the word "forced." just to communicate that they are in voluntary, no learning days, just to make it clear. >> i have a question about the situation at the state level, specifically about the triggers. maybe we are getting ahead of ourselves. the lao release

. -- it is our hetch hetchy power. supervisor wiener: in terms of moving toward the pedestrian great lighting, have you been thinking about back as well? it takes a coordination to make sure we are all moving in one direction. can you talk a little bit about that? >> we may have some challenges their. our regulations are street power for the street and not necessarily a pedestrian. we should look at how we can help the community here. >> it is a standardized process for the territory. we're looking at standardize tariffs that leaned more toward road lighting. one thing we have done is to try to work with staff to identify lights that better fit san francisco. it will be difficult to adopt that as our protocol because we have different cities with different protocols for lighting. >> what would be the impediment to having a different standard for the operation than elsewhere? >> it is a matter of efficiency. we're trying to identify the standards and something we strive to do but giving -- given the planning we have to
