hetch hetchy power program. it would have required 2/3 vote of the senate to refer the bill to the senate that late in the session, and they did not have the support to do that, so it did not pass. it was concerning and got quite a bit of attention and press, so that's why we mention it here. and that's my rundown. thank you very much. >> superviser fewer: any comments from commissioners? are there members of the public who would like to speak on this item? >> hello, commissioners. eric brooks with san francisco green party, our city san francisco, and californians for energy choice. so want to just get to what the sfpuc didn't discuss which is where we need to do with clean power sf, which is local buildout. we need to do extensive study work and not just study, but we need to now finally develop a plan for a county wide buildout of renewables, efficiency, and other resources so that we're not only getting 100% renewable energy, but we're getting 100% renewable energy from our local area. that is really crucial

and hetch hetchy power. to ensure sufficient electric generation available to the state's power grid when unusually high levels of customer demand occur. resource adequacy requirements are based on demand forecast and methodology through state law. to seek the supply it needed to meet its resource adequacyable gaugeses through 2018 through 2020, conducted or participated in a number of competitive solicitations for these products. including solicitations in september 2017 as well as march, april and may of 2018. the p.u.c. is seeking retroactive approval from the board to enter into the three contracts, to purchase capacity, support cleanpowersf compliance over that period of time. these contracts were essential for cleanpowersf to avoid noncompliance, and penalties, the p.u.c. staff estimates might have been as high as $14 million. while the contracts amount, contract amounts and terms individually do not require the board of supervisors approval, each of the three negotiated contracts includes binding arbi

and again, we need to read the act and see whether we san franciscans who dammed the beautiful hetch hetchy valley, if we fully utilize the hydroelectricity that we produce. and also, when we talk about solar, how much of their solar energy is tied to dirty racks? so we need to have a hearing on dirty racks, so that we understand this concept. now while we want to say or we choose to say when we use clean energy, it's like removing so many cars from our city, you don't need to be a rocket scientist when it takes you 45 minutes to cross one block with a salesforce event that's going on right now. we have to reflect on this. so on one side, we have salesforce, using state of the art, and sewer system, and depriving us of taxing them because they get a write off because they are billionaires. on the other side, we like to say how many customers, and i am a customer. i pay my bill regularly. but young people cannot be bluffed. young people look in this digital world at clean energy all over the world. they like to make comparisons, so we have a long way to go to maintain our high standard. than

hetch hetchy. we did a survey back in the spring, and we found that 75% of san francisco voters could identify hetch hetchy as the source of their water, which only 10% could identify the true source, and that's the tuolomne river. our survey showed a really strong commitment to the environment in san francisco. 93% of san franciscans conserved water during the recent drought. of those 93%, 71% saying it plaied a major role. 97% support for san francisco bay, and 97% for protection and restoration of tuolomne river even though people didn't know it was the source of their river. it's a really special water. it drains the northern half of yosemite national park. there's a world class white water run just downstream of yosemite. the upper 83 miles of the tuolomne of wild and scenic as of 1984, and back then, the sfpuc did not support wild and scenic status, but the board of supervisors did, so thank you to your predecessors for that. the tuolomne provides water for 200,000 acres of prime farm lance i

i served as general manager of hetch hetchy water and power from 1998 to -- sexcuse me, 198 to 1993, and then, chairman from 1993 to 2000. after that, i worked as senior policy advisor to senator feinstein, and then after that i had a small consulting practice in water policy. i was appointed by mayor newsom back in 2009, areappointed by mayor newsom and mayor lee, and now mayor breed. supervisor stefani, you asked why i would want to do this. in my case, it comes down to several things. i've done this for a very long time. it's baked into my d.n.a., it's part of who i am. it also meets the four things that have guided my career for a long time, and the first is that the work is fundamentally important, and i can think of nothing more important than providing clean and reliable and safe water to the people of san francisco and the bay area communities that we serve, as well as providing healthy treatment of waste and environmentally friendly power to the people who sign up for clean power san francisco. so that's the first. second is that it's intellectually engaging and stimulating.
