to serve as the secretary of hhs. her mission to his to protect the health and well-being of all americans. the vital mission in the president's budget clearly recognizes that. the budget make strategic investments in hhs is work. among targeted investments the budget requests $38.4 billion for for the national institutes of health, $5.8 billion to the food and drug administration in $2.8 billion for priority biodefense in emergency preparedness programs. the put -- president budget especially support for particular priorities that we have laid out issues that the men and women of hhs are hard at work already. first fighting the opioid crisis. second increasing affordability and accessibility of health insurance. third tackling the high price of drugs and forth transform our health care system into a value-based direction. in addition it strongly supports the ongoing work in hhs does to keep americans safe national

i want to talk to you about how hhs is working to support you in those efforts. earlier this year i identified four varieties for our -- priorities for our department. value-based transformation, combating the opioid crisis, adjusting the cost and availability of health insurance, and bringing down the high prices of prescription drugs. i want to talk with you about that first priority in particular. how we are working to transform our health care system. a value driven health care system will look dramatically different from that what we have today. such a system will pay for health based on health and outcomes rather than sickness and procedures. it will deliver better, cheaper health care from the people we serve, and support the next generation of cures to diseases once considered terminal. we know that the idea of value-based information is not new. president bush, in his administration i served, president obama's and administration worked towards moving our system to one that pays for value. i personally said -- spent a great deal of time working through th

to ensure that when we transfer them to hhs that we do all we can to help hhs. surethink we need to make that the necessary steps are in place so that children are kept safe during emergencies. sometimes we do not always remember the importance of children and thinking about their unique needs. lastly, i want to talk about border wall contractors. state and local governments are considering legislation that would discriminate against companies involved in the construction or extension of the wall along the southern border. some states are targeting contractors supporting federal immigration priorities. this type of legislation could obstruct the federal government's lawful function and cause private companies contracted with the federal government to hesitate in fulfilling their critical roles. my question is, what is the position of the department on this issue? secretary nielsen: we continue to work with the board of governors and government officials. border security is the most basic and necessary requirement of a country to protect its citizens. that their

hhs officials confirmed the u.s.f refugee resettlement lost track of nearly 1500 migrant children last year. that has nothing to do with family separations. these kids arrived at the border unaccompanied to begin with. many of them were released relatives in the united states. joining me now kristen welker live at the white house, and an immigration attorney and activi activist. the issue of family separations, the family is laying the blame on democrats saying they needed to end the horrible law that separates families. what law is he talking about? >> they're talking about what they refer to as a loophole. it's essentially saying it allows unaccompanied minors under the 18 of here to stay, to be placed in the homes of sponsors and to ultimately be potentially falling through the cracks. they want that loophole closed. here's the problem with that, steph. democrats say it's not a loophole at all. it's a law aimed at protecting folks here under the age of 18, and making sure that they aren't held in detention centers

as far as the question on hhs, we're required to release unaccompanied children to hhs within 72 hours. so we simply -- once they identify within 72 hours a bed someplace in the country, our job is to get that child to that bed. and hhs is -- their responsibility to reunite that child with a parent. >> three years ago, most of us lived through the issue with unaccompanied minors coming into the country. to me, i find it ironic that with the new zero tolerance policy, what we're essentially doing is creating a new class of unaccompanied minors. and i'll save the rest of my questions when we come back. i do -- i would -- although we may not see eye to eye on a lot of these things, i would like to congratulate you on your retirement and thank you for your service as well. >> thank you. as far as your question or your comment, if they show up at a port of entry to make their asylum claims, they won't be prosecuted and they won't be separated. the department has no policy to separate families for a deterrence issue. they're separating families because they can't prove the relationship. we'v

we can't seem to get them at hhs to realize the potential public relations nightmare this is going toas happened since then? >> so there has been, well, first of all, the study has not come out. nothing has happened on the administration's front. the e-mails indicate there had been some reluctance at the hhs agency to reveal all of the information. this agency is known for being very slow but there already strong indications there was pressure exerted on the agency not to release the study in a timely manner. in the time since we've reported this though, there's been strong reaction on capitol hill. these compounds are in pretty much every american's blood and there are known could be tam nations of water supplies. a lot of military bases, it was used in firefighter foam by the miller and near factories and plants where these things were produced. there's strong concern from constituents and lawmaker who's represent them. >> you noted today mike turner was the first republican to call for the release of the quote nightmare chemical assessment the trump administration sought to block.

even though it's hhs, technically a different branch under health and human services not department ofecurity, this is the federal government and the two work hand in hand when it comes to undocumented children. that is separate from parents crossing the border with their children but it's very common for parents to come to the u.s. first, try to establish things, make that treacherous journey and then send for a child to be brought up through a family friend or someone else and then there's a reunification here. i reported on this very proposal when it was being pushed by some career officials at dhs in 2016 that did not go forward under the obama forward principally because people at hhs said no, this will deter parents from coming forward and it will take longer for family reunification. i asked that same question to officials today. they said any parent who is afraid to come forward would be unfit to be a parent. >> hhs said that today? >> on a conference call, yes, that's in our story. >> michelle, let's talk about the separation policy. so these are parents who are coming with th

these children who came across the border unaccompanied are placed in hhs facilities. and then they get their vaccinations and they're cared for there for a period of time and then distributed out to sponsors, oftentimes family members, throughout the country so there could be a young person who is in bethlehem, pennsylvania, and they're distributed out to who knows where, kansas. i'm not surprised that we have trouble tracking some of these folks. i suspect some of the reasons why we can't find them is some people maybe don't want to be found, sometimes people move. i am not -- i suspect that hhs needs to get a much stronger handle on this issue in terms of tracking these young people. we have always had a problem with interior enforcement. i think this is more evidence of it. >> on the issue of family separation, right, it used to be there was more of an emphasis on if someone came into the u.s. undocumented, if they came in with a child, that there was an effort to keep that relationship in tact in detention facilities. now there is this increase that you're seeing

and how you define the market is key but the hh i has gone up the market concentration has gone up and wireless. the prices have come down dramatically it's a cost per megabit per second. how much data and per second to you have. if you look at when they bought metro pcs there were concerns raised about the market. because both metro pcs had a large market share miami the concern and predictions were that prices would go up and innovation go down. you had the exact opposite. prices went down and innovation were not. so you have companies with different flavors rushing into the 5g game. they are spending billions of dollars, maybe 300 billion over the next five or seven years. they will need paying customers on this networks to pay back lenders who want the money to build these out. price competition is key. it can be cheaper because the networks will be more efficient. so how efficient are they? you can get more data. they're cheaper to operate once they're billed but it's a very competitive market. you have large companies all a very different footprints and business plans. they been

everybody at hhs is rolling up their sleeves to get to work own this. let me just give a couple of examples. think about all the time that everybody spends watching drug company ads on tv, and how much information companies are required to put in them. if we want to have a real market for drugs, why not have them disclose their prices in the ads too? [applause] consumers would have much more balanced information and companies would have a very different set of incentives for setting their prices. we're immediately going to look into having the fda require this. president trump has called for tougher negotiation and better deals. so we're going to deliver on that too. our blueprint brings the latest negotiation tools to our government programs. it also expands private sector negotiation to parts of medicare where right now hhs just gets the bill and we pay it. these are just some of the more 50 actions that hhs has planned or has under consideration in the blueprint for action released today. this is not a one and done deal. it's a comprehensive process
