and states and most particularly hhs is not huge to those standards. now i know some people will sometimes say how do we know what hhs -- i am sorry how what dough we know what the legislature meant they don't know how to write statutes let's look at the laws right. if you have clear language, the purpose is to independence of needy parents on government benefits by promoting job prep ration work and marriage. i personally i don't think that language is congress's finest hour but it's in the statute and snap you have conditions of participation including work requirements. right it's undeniably in the statute. what does that language look like in the medicaid statute? it's not there. okay. so, again, your take away is when congress wants work requirements they know how to write work requirements and has added to medicate statute ump teen different times and never added work requirements including the times when it add those requirements to the other programs. last year, we had legislation to do work requirements in congress. that failed. what does that

this took place in march of 2009 before a single hhs political official had been confirmed at hhs. senator daschle was supposed to be the secretary. it didn't work out. then we were starting from scratch or the obama administration was starting from scratch in terms of trying to restaff a department. this flu takes place and there's not a single political official in place which is a very nerve-racking thing if you ask me. it was nerve ragging. i was outside of government at the time but writing about it and what they did was they took the bush administration plan, they didn't say it was a republican plan, all levels of government worked on, and they used that plan and deployed that plan and the counter measures and what happened in that year was even though there was a problematic strain of flu, there were fewer flu deaths than in the average flu year. i can't know what would have happened if it hadn't been deployed and maybe there would have been fewer flu deaths either way. the obama administration took the plan and had the plan reassuring to the country about the use of the pla
